- Drug abuse and Mental Health services Description: The Federal Bureau of Prisons (BOP), Privatized Corrections Contracting, Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services. Services are to be performed within the city limits of Billings, MT. The solicitation is restricted to 100% Small Business. The contractor's philosophy and techniques must be based on cognitive behavioral therapy; and must have documented experience working with an inmate population and understand the criminal justice system. The contractor will ensure that all personnel providing direct clinical services to the BOP, inmates are appropriately licensed and certified by the state of Washington to provide the services. Performance periods under this contract will be at date of award to September 30, 2011 for the base year, with four (4) one-year option periods, with service ending (if all options years are renewed) on September 30, 2015. The solicitation is for a firm fixed price, requirements contract. The government will award to the responsible offeror whose bid conforms to the solicitation, is considered most advantageous to the government with price and technical requirements considered. Technical requirements will be rated on a pass or fail basis. The services shall be in accordance with the Federal Bureau of Prisons (FBOP's) Transitional Drug Abuse Treatment (TDAT) Statement of work dated 2010. This solicitation will be made available on or about June 15 2010 and will and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 13, 2010. Payment will be made by electronic funds transfer. The Federal Acquisition Regulation (FAR) 52.123-3, require each offer complete Representations and Certifications via the online Representations and Certifications Application (ORCA) at http: //orca.bpn.gov. Faith-Based and Community -Based Organizations submitting, offers/bids/quotations will be equally considered (Aug 2005). Completed offers should be mailed to the Federal Bureau of Prisons, Attn: Charles Mitchell, 2000 Cibola Loop Milan, NM. 87021. **The requirements for the base period may change depending on the actual date of award. ** The contracting officer has determined the contractor shall be given a notice of the Government's intention to exercise the option year sixty days prior to completion of a performance period. A sixty day notification is sufficient for the Government to determine the continued need for the service and allows for the contractor to plan for the next performance period.
