Description
RECOVERY INTELLIGENT SYSTEMS RESEARCH AND DEVELOPMENT SUPPORT (ISRDS) CONTRACTNUMBER NNA08CG83C.
THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLEONLY TO STINGER GHAFFARIAN TECHNOLOGIES INCORPORATED (SGT, INC.) UNDER CONTRACT NUMBERNNA08CG83C FOR INTELLIGENT SYSTEMS RESEARCH AND DEVELOPMENT SUPPORT (ISRDS) AT NASA AMESRESEARCH CENTER (ARC) LOCATED AT MOFFETT FIELD, CA. THIS IS AUTHORIZED UNDER THEAMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). ARC modified contract numberNNA08CG83C to fully fund Task Order 84 with ARRA funds. ARC issued Task Order 84, titledImpact of Unmanned Aircraft Systems (UAS) Operations in the NAS. This task supports NASARecovery Act work sponsored by the Aeronautics Research Mission Directorate and theAirspace Systems Program. Research funded by this task will focus on addressing thecapacity challenges facing the US national airspace. It is forecast that over the next 15years, air traffic in the United States will double, far exceeding the countrys currentcapability to safely fly aircraft. To handle this growth, NASA is contributing toward thedevelopment of the Next Generation Air Transportation Management System (NextGen). Airspace simulations and modeling are important methods used by researchers to create afuture national airspace system that is safe and reliable. Many future concepts, such asallowing Unmanned Air Systems (UAS) to routinely operate in the airspace, requiresimulations which model not only our current airspace but also a future airspace withmore aircraft and increasingly complex operations. In support of this effort, the contractor shall use modeling and simulation tools toconduct an assessment of the impact that UAS operations will have on the current andfuture airspace. This includes generating modeling data (or a demand data set) for theexperiment and performing a gap analysis. The objective of this work is to enhanceexisting government tools to generate demand data sets that can be used to model currentand future UAS operations. This data set and others generated will be used to determinethe impact of UAS operations under a variety of conditions. Additionally, usingpublically available literature, the contractor shall prepare a gap analysis whichidentifies issues specific to the future air traffic system known as NextGen. Inaddition to the analysis, the contractor shall provide the government with copies of allsoftware, software administrative and users guides, models, and data used in the courseof this task. For all work produced in this task, the government has a strong preferencefor data, methods, tools, algorithms and technologies which are openly available and donot require any sensitive or propriety protections. Where the contractor utilizessensitive or proprietary information, they will be responsible for the appropriatehandling and protection of the information. Additionally, should any of this informationbe included in deliverables, the contractor shall guarantee the document containing theinformation and information itself is properly marked to ensure properhandling/protection.Task Order 84 is funded by the Recovery Act. A contract modification was issued to fullyfund this task order. The Intelligent Systems Research and Development Support (ISRDS)contract number NNA08CG83C was made on a competitive basis.
This announcement is for informational purposes only. All questions and/or concerns mustbe submitted to the point of contact contained herein in writing via e-mail to thefollowing address: sarah.m.andrae@nasa.gov.
An Ombudsman has been appointed.
