- The National Park Service (NPS), Department of Interior, is soliciting proposals for construction of an ADA compliant dock and dock related work as described below. The solicitation will be issued electronically, through Fedbizopps (www.fbo.gov) and on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML and/or Adobe PDF. Specifications and drawings will be available in Word and/or Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov. DESCRIPTION: The work of this contract consists of stabilizing the bulkhead that protects the edge of the existing boat launch and constructing a new accessible fixed walkway that will provide mooring for passenger ferries on Lake Chelan. Specific elements include, but are not limited to, the following: Removal of approximately 13 existing wooden piles. Stabilization of approximately 50 lineal feet of existing boat launch bulkhead. Stabilization will include driving steel piles, attaching steel beams faced with sheet pile, securing the steel framework with deadman anchors into the existing boat launch, and backfilling with coarse aggregate. Installation of approximately 13 steel mooring piles and eight structural support piles. Construction of new accessible fixed walkway mooring structure for passenger ferries. Construction will include pouring approximately 200 lineal feet of cast-in-place concrete curb, assembling the steel superstructure for a 234' x 17' walkway, attaching fiberglass decking, and installing removable steel handrails and fixed steel bull rails. PROJECT LOCATION: Stehekin is located at the head of Lake Chelan, 55 miles from the town of Chelan, WA, within Lake Chelan National Recreation Area. The only access is by public passenger-only ferry, barge, private vessel, or float plane from Chelan. Contractors are advised that barges run infrequently and it is recommended that Contractors verify scheduled runs and costs, or cost of charter runs, with the barge company before submitting an offer. Some tools and materials may be sent on the passenger ferry. SPECIAL REQUIREMENTS: Stehekin is one of the most remote sites in the contiguous 48 states. During off season months, the ferries operate only three days a week, and there are no stores open in the community. The nearest community with significant services, Chelan, is approximately 50 miles down lake on Lake Chelan. Winter weather is severe, with several feet of snow on the ground at times. Freezing temperatures and precipitation (snow and freezing rain) are to be expected in the winter period. The lake water level fluctuates seasonally by as much as 17.5 feet, between maximum elevations of 1,100 feet to a minimum of 1,079 feet. While the lake generally rises and falls slowly, it has been known to rise as much as four feet in two days during severe rainstorms. The average drawdown over the past 20 years has been at 1,084 feet. The annual lake drawdown typically starts in October and continues to April at which time the lake is at its lowest level. From May through June, refill occurs. By the end of June to early July, the lake is at its maximum elevation (more information on lake operation can be found at the Chelan County PUD web site, www.chelanpud.org/). This fluctuation subjects the bulkhead to extreme conditions. It is at near submerged condition in the summer/fall and fully exposed in the winter/spring. Demolition, installation of the precast items and wall backfill are restricted to the period when the water is below elevation 1086. It will not be possible to shelter the site by a breakwater or other facilities during construction. A complete understanding of all restrictions and permitting requirements is required. All construction materials and debris, including all trash from any Contractor generated source including temporary housing or camp facilities, which are not part of the final work shall be completely removed from the park for reuse, recycling, or disposal. No disposal of any items shall be allowed within the park. The full scope of the anticipated contract will be included in the solicitation. The estimated period of performance is 210 days. The North American Industry Classification System (NAICS) code is 237990 and the annual size standard is $33.5 million. The estimated magnitude of construction is between $500,000 and $1,000,000. The project is subject to the Davis Bacon Act and applicable Department of Labor wage rates. A Bid Guarantee, Payment Bond, and Performance Bond will be required, full information will be provided in the solicitation. An organized site visit and pre-bid meeting will be scheduled for this project. The estimated date for the organized site visit is July 13, 2010. The solicitation will be unrestricted and proposals will be accepted from all responsible sources pursuant to the Small Business Competitiveness Demonstration Program, FAR Subpart 19.10. The Government intends to award a single contract. A firm fixed price contract will be awarded to the responsible offeror whose proposal conforms to the solicitation and is considered most advantageous to the government, technical factors and cost or price considered. A "best value" award will be made to select the contractor, full information will be provided in the solicitation.
