- The United States Army Contracting Command, Joint Munitions and Lethality Life Cycle Management Command, Joint Armaments Contracting Center, Picatinny Arsenal, N.J. 07806-5000, is conducting a Market Research/Sources Sought Notice to locate firms capable of providing Pressure Sensor Mapping Technology and Associated Support. The period of performance will be eighty (80) weeks from date of award. The Contract type shall be a Commercial Firm Fixed Price Service contract.The purpose of this effort is to obtain a commercially available pressure mapping sensor technology to function in conjunction with an ARDEC designed test apparatus. This effort will improve existing pressure sensing technology for use in measuring and assessing the impact pressure over time on a surface simulating body for Non-Lethal (NL) projectiles of various sizes and velocities. Once the technology is defined, a system that utilizes the technology shall be obtained as well as an assessment of the support required to operate and maintain the system and associated training. Currently, the M1006 NL Sponge Grenade, the M1029 40mm NL Crowd Dispersal Cartridge and other NL munitions are qualified and tested through the use of a modified clay block test described in the National Institute of Justice (NIJ) Standard 0101.04. The test is very cumbersome to perform and can add excessive time, effort, and cost to qualify or accept lots of NL ammunition. The accuracy and measurement techniques for clay block testing have also shown to be subjective. Section 5.4 of the NIJ Standard #0101.04 states The use of clay backing material and the subsequent backface signature depth measurement does not reflect, represent, replicate, or duplicate the physical characteristics of the human torso or its physical response to this type of stimulus. As a result, the Government seeks to replace this test using pressure mapping technology in an affordable, robust, and uncomplicated test. All interested companies are invited to provide their capabilities and qualifications regarding the above stated requirement via email (1-2 page limit) to the email point of contact listed below; information provided will not be returned. Responses shall indicate the size of the business entity (large or small); a copy of the most recent ORCA Certifications. The Government will accept questions via email ONLY. Interested companies are encouraged to submit their capabilities/qualification NO LATER THAN JUNE 25, 2010.
