Description
The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), Office of Compliance (OC) anticipates awarding a single cost-plus-fixed-fee contract with a two-year base period, one two-year option period and one one-year option period for Technical Support and Program Management Services for the Office of Compliance. This procurement will be conducted as a full-and-open competition under the Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. The formal solicitation and other related information and items will be posted on Fed Biz Opps and the EPA website on or about July 9, 2010. The total labor hours estimated for this effort is approximately 66,884 hours for the base and all options. All responsible offerors may submit a proposal. Paper copies of the solicitation will not be provided. EPA's Office of Compliance serves as the principal advisor to the Assistant Administrator of OECA on the implementation and oversight of activities related to compliance with EPA's environmental laws including the Clean Air Act, Clean Water Act, Oil Pollution Act, Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act, Safe Drinking Water Act, and the Toxic Substances Control Act including the Asbestos Hazard Emergency Response Act and the Residential Lead-Based Paint Hazard Reduction Act. The Office of Compliance serves as the national technical expert, in coordination with the Agency program offices, on all matters relating to media program compliance activities and is responsible for designing and implementing compliance assurance programs, including environmental problem and/or sector oriented programs.This SOW provides technical, analytical and enforcement support to OC as well as other enforcement and compliance stakeholders in Headquarters, Field and Regional Offices. The SOW includes training,meeting and workshop support, data management, targeting and data analysis, compliance monitoring support, compliance assurance, outreach and planning, measurement, program management and analysis support.
