- The following is a modification: Add the following: Training to be performed at contractor designated facility. Brand name only-Performance Designs Ram-Air Canopies- The following training is specific to the identified parachute system. This system is currently utilized as part of the development of air operations by NSWDG. Changes to Section C: Section C: Description/Specifications Clin 0001 Contractor shall provide Canopy Control Instructor Examiner Course Instruction for one (1) student. Contractor shall provide a minimum student to instructor ratio of 2:1 for five (5) days. The course should meet the following requirements: 1.a 50-hour course in canopy control instruction techniques; complete with classroom instruction supported by an in-air jump progression. 2.Vendor must provide 2-way, air-to-air, radio communications for real-time debriefing 3.Vendor must provide air-to-air video footage of all training jumps for debrief purposes 4.Vendor must provide ground video footage of all student landings for debrief purposes 5.Vendor must provide a comprehensive course of instruction with mock-student scenarios (one instructor acts as the student while one instructor observes the candidate's performance) 6.Vendor must provide a comprehensive course of instruction 7.Vendor must provide a course of instruction where, upon completion, the candidate will be able to train future canopy control instructors how to teach and evaluate the performance of candidates in proper 2-stage, ram-air canopy flare; ram-air canopy stalls and stall recovery; flight-control manipulation for optimal glide; canopy grouping (flocking) techniques; canopy grouping safety; canopy group-landing approaches; Vendor qualification requirements: 1.Vendor must have established a period of positive past performance with Special Operation Forces teaching canopy control 2.Vendor must possess a current high-altitude physiology clearance for free fall parachuting by US Air Force Aerospace Physiology 3.Vendor must be able to demonstrate a thorough knowledge of and instruction with Performance Designs Saber 2, Silhouette, Spectre, and Tandem Phoenix canopies Contractor must be able to provide lift tickets. Contractor must provide facility for course instruction. Contractor must be able to provide parachute packing services. Parachute packers must hold a Federal Aviation Administration (FAA) Senior Rigger License. "The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal law and regulation." Facility requirements: 1.Facility must have a designated fully-enclosed, carpeted, indoor, air-conditioned parachute packing facility 2.Facility must have an all-grass landing area of at least 65 acres and must permit omni-directional, uninhibited canopy landing approaches 3.Facility must have an on-site water feature of at least 85,000 square feet for water egress training
