- NOTICE: THIS IS A REQUEST FOR INFORMATION ONLY. The intent of the announcement is to identify sources that are qualified small business and socio-economic concerns capable of furnishing the National Marine Fisheries Service, Pacific Island Fisheries Science Center in Honolulu, Hawaii with the following: 1. Provide veterinary support for investigations of mortality events and abortion storms, including: -Animal handling, restraint and sampling -Necropsy of dead animals and aborted fetuses -Advise on appropriate testing of samples -Analysis of data from these events -Writing report for NMFS or publication as appropriate on such events 2. Provide husbandry and veterinary health care and oversight of sick or injured Hawaiian monk seals, or abandoned/at-risk pups, including, but not limited to: -Training volunteers in animal handling and feeding techniques. The training can take place on-site in Hawaii or at the Contractors facility (if such exists) based on logistics and availability of animals. -Advising on medical treatment and coordinating with on-sight veterinarians on daily care. Advising can be done remotely on an as needed basis. -Developing and improving standardized protocols for seal husbandry, feeding, and health monitoring. - When needed providing veterinary staff to oversee husbandry efforts. Travel and housing will be covered by the Contractor. 3. Develop standardized health assessment protocols for Hawaiian monk seals that will allow comparisons of condition and health status amongst animals from different sub-populations. 4. Develop preventive health measures for Hawaiian monk seals to minimize risk of disease contributing to reduced survival. This could include developing vaccinations for known or emerging disease and plans for their application. 5. The contractor shall provide recommendations and guidance in the development of facilities for housing and caring for Hawaiian monk seals that are in need of rehabilitation. May require visits to potential facility sites. 6. The contractor will provide recommendations for the Pacific Islands Fisheries Science Center (PIFSC) Monk Seal Research Program on ways to improve their disease surveillance and detection capabilities. 7. Contractor shall serve as a subject matter expert and provide guidance on health and disease related issues in NMFS' development of EIS, NEPA, Permits and other documents as necessary. 8. Provide training for NOAA staff, agency partners, and others as appropriate in seal handling, sample collection, and animal care protocols. Period of contract: August 1, 2010 - July 31, 2011, with up to 4 option years pending performance and availability of funds. The North American Industry Classification Code (NAICS) is 541940 with a size standard of $7 million. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR). In addition, completion of the online representation and certifications application (ORCA) is required. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. All interested parties must respond to this announcement by June 21, 2010. Documentation to support the contractor's capability to perform these services must be submitted in writing and include the contract number, point of contact and phone number, and a description of services performed under previous contracts for the same services, DUNS Number, CCR, Cage Number, business type and size, i.e., small, large, non-profit, educational, etc.; and a brief narrative regarding its capability to provide the services as described above. Any response that does not include this information will not be considered. The Government will review each response to determine if the contractor has the experience, knowledge, and capability to perform the services as specified above.
