Description
This request for information (RFI) announcement is for information and planning purposes only; vendors should not construe it as a commitment by the government. The Social Security Administration is seeking sources capable of providing software development toolkits and run-time licenses for the creation, editing, viewing, and quality assurance of Check21 ICL (Image Cash Letter) files for a remittance processing system. The software must be able meet the following requirements: Mandatory Specifications •· Capable of execution using standard.NET calls from existing SRS application. •· Compatible with Microsoft Windows 2003, Windows XP, Windows Vista and will be expected to be supported and compatible with future Windows OS patches, service packs, and upgrades including Windows 7. •· Capable of handling a peak daily volume of 10,000 items. •· Allow x9.37 ICL files to be: •o Composed / Created •o Converted •o Edited •o Sorted •o Merged •o Split •o Recalculated •o Tested •· Capable of performing the following IQA (Image Quality Assurance) functions. •o MICR mismatch errors •o Image quality issues •o Balancing and general ICL formatting issues •o Duplicate Detection •· Conform to new X9.100-181 standards. •· Have a viewing function for check images and record data for either X9.37 or X9100.180 files. •· Have the ability to analyze the ICL files for conformance to X9.37 DSTU-2003 ANSI Standard. •· Have the ability to analyze and find non-conforming items in X9.37 files. •· Have the ability to convert any non-conforming TIFF images to conforming images. •· Maintenance support will include all software upgrades including those pertaining to newer ANSI standards as required and Operating Systems. Sources must sufficiently demonstrate the capability to meet these requirements and must provide detailed experience and qualifications in all previous work pertinent to this effort. Vendors that believe they can offer a technically compliant product are invited to submit information concerning the product's capabilities. Detailed responses to each of the above requirements (with substantiating documentation) are required. Simple marketing information or incomplete responses will not be considered. Reference to vendor websites is not considered a valid response. Vendors responding should indicate whether their products are available on the GSA schedule. Pricing data is not required. NO FORMAL SOLICITATION IS BEING ISSUED AT THIS TIME. This is not a request for proposals, and the government does not intend to pay for information submitted. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes. Respondents will not be notified of the results of the evaluation of the information received. No contract award will be made on the basis of responses received. Electronic responses to this notice should be submitted within 15 business days of this publication. Requests for copies of a solicitation will not be honored or acknowledged.
