- Draft Statement of Objectives Synopsis The Library of Congress BROAD AGENCY ANNOUNCEMENT Data Modeling of Legislative Information This is a synopsis/pre-solicitation notice and an invitation for comments on clarity and viability of the Draft Statement of Objectives. The Library of Congress (LoC) intends to issue a Broad Agency Announcement (BAA) related to the Data Modeling of Legislative Information on or about July 2, 2010. The use of a BAA is authorized by Federal Acquisition Regulation (FAR) 6.102 and further described in FAR 35.016. A BAA may be used as a solicitation mechanism for basic and applied research directed toward advancing the state-of-the-art or increasing knowledge or understanding and that part of development not related to the development of a specific system or hardware procurement. BAA’s are general in nature identifying areas of research interest and shall only be used when meaningful proposals with varying technical/scientific approaches can be reasonably anticipated. The LoC will consider comments received on the attached draft requirements received by June 25, 2010 in arriving at the final BAA. The point of contact for this announcement is Matthew Gallagher. Included in this Synopsis is the following: Draft Statement of Objectives Estimated funding amount made available for this BAA is not-to-exceed $1,500,000. The Government contemplates multiple awards to be made from this BAA, with an estimated award value of $200K - $500K each. Formal release of the BAA shall be on or before July 2, 2010. The BAA shall contain evaluation criteria that define how proposals will be evaluated; shall clearly establish ownership rights held by the Government The resulting contract shall be in accordance with FAR 15.204-1 Uniform Contract Format. The period of performance of the resulting contract shall not exceed 2 years. The Government intends to include the following clauses in any resultant contract and invites comment on these as well (full text available at http://farsite.hill.af.mil): FAR 52.227-1 Authorization and Consent FAR 52.227-14 Rights in Data – General FAR 52.227-23 Rights to Proposal Data (technical)
