- (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NT910000-10-14311DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-41. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334515. The small business size standard is 500 Employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001, QTY 1, Synchronous dual channel drive test receiver to include: - RF Pre-selection - Dual Channel Synchronous and independent - Integrated scanne and software - Supports all bandwidths to 20 MHz - Unlimited # of RF channel scans independent of the band - Unbanded from 30 MHz - 6 GHz, UL and DL frequencies - Powered with cigarette lighter receptacle - Integrated GPS receiver that will log time, lat/long with saved data files - Minimum of 14 bit ADC - 8 bit to 20 bit data resolution, selectable. - Collects I/Q data. Need both amplitude and phase. - Noise Figure less than 10 dB - Single box solution - Windows XP/7 Operating system compatible - Integration with MATLAB - Under 20 lbs. - For LTE - 40 dB Dynamic Range - -127 dBm sensitivity - Detection of all 504 physical cell ID's (VI) Description of requirement is as follows: A radio test platform that can be used to capture and analyze radio signals and demodulate for analysis by NTIA. This shall include the ability to analyze LTE signals. Must be compatible with the NTIA existing analysis efforts and be able to capture signals and save them in an I/Q format that is compatible with existing analysis efforts to save man-hours in analysis. (VII) Date(s) and place(s) of delivery and acceptance: National Telecommunications and Information Administration 325 Broadway Boulder, CO 80305 Delivery shall be FOB Destination to Boulder, CO on or before August 31, 2010. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to provide past performance information relating to test equipment. (IX) Offers will be evaluated solely on price, on an all or none basis. Paragraph (a) is hereby completed as follows: past performance relating to test equipment. Offers will be evaluated based on price and the factor(s) set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror shall complete the annual representations and certifications electronically at http://orca.bpn.gov.
