- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, intends to negotiate a Firm Fixed-Price contract and will utilize procedures under FAR Part 13 Simplified Acquisitions for thirty-five (35) sets of three (3) each of Training Videos/DVDs to address three areas: 1. General Differences, 2. Diversity Training, and 3. Harassment as required by the Commander Navy Region Mid-Lant, Norfolk, VA. 1. Generational Differences: Training to cover the five generations from 9-11 Generation to the WWII Traditionals who are still in the work place..Training must include Video/DVDs, a short preview used to provide training meeting opener, facilitator's guide and reproducible participant materials and a DVD which includes Meeting Opener, Facilitator's Guide and Reproducible Participant Materials plus customizable powerpoint presentation for training purposes..Target Audience: Ages 18 to 70, male and female, all races, cultures and levels of employees..Learning objectives must include:oIdentify and define characteristics of each generation.oDiscuss attributes/traits normally associated with each generation and how they impact the workplace.oUnderstand how generational stereotypes (both good and bad) can be as disrespectful. oExamine how miscommunication between generations can be avoided. oUnderstand the importance of respect and unity in the workplace for people of all ages. 2. Diversity Training: Training to cover four main aspects of diversity in the workplace-stereotypes, similarities, unity and benefits. Desire DVD to provide experiencial stories and thoughts of true-to-life characters who live and work in a diverse world. Must include why diversity is so important and provide the definitions and tools to understand more deeply our own roles in diverse workplaces, from smaller organizations to larger corporations. Everyone should be able to see themselves as an important part in the complex mosaic that is our world..Training must include Video/DVDs, a short preview used to provide training meeting opener, facilitator's guide and reproducible participant materials and a DVD which includes Meeting Opener, Facilitator's Guide and Reproducible Participant Materials plus customizable powerpoint presentation for training purposes..Target Audience: Ages 18 to 70, male and female, all races, cultures and levels of employees..Learning objectives must include: oStereotypes: Discuss and understand what stereotypes are and are not. oDescribe how stereotypes affect others and ourselves. oIdentify how to recognize stereotypes and stop negative behavior. oSimilarities: Identify what we have in common. oDetermine how to search for what we share rather than focus on what we disagree on. oUnity: Explain why becoming a member of the team is important. oDescribe why unity is an important goal for our organization. oDiscuss how to "come together" instead of excluding ourselves and others. oBenefits: Explore the benefits and rewards of a diverse organization. oUnderstand why diversity is even more important than ever. 3. Harassment: Training must explore the hurt and cost of harassment, covering topics such as age, race, political affiliation, pregnancy, ethnicity, sexual harassment and others. The training must explain harassment and use personalized stories and detailed legal and policy definitions to cover all types of harassment in organizations and workplaces. Training should be scenario-based and give real life examples of harassment..Training must include Video/DVDs, a short preview used to provide training meeting opener, facilitator's guide and reproducible participant materials and a DVD which includes Meeting Opener, Facilitator's Guide and Reproducible Participant Materials plus customizable powerpoint presentation for training purposes..Target Audience: Ages 18 to 70, male and female, all races, cultures and levels of employees..Learning objectives must include:oIdentify and define what harassment is and is not. oExplain the different types of harassment and their negative ramifications. oUse scenario-based learning to identify the negative consequences of various types of harassment. oExplore sexual as well as other types of harassment, such as discrimination based on any differences. oUnderstand how statistics demonstrate the prevalence of harassment in the workplace. oDescribe methods of speaking up about harassment and where to turn if you are harassed. The NAICS code applicable to this procurement is 512110. The size standard is $29.5M. This is a 100% small business set-aside. The delivery period is within approximately one (1) week following contract award. FOB point is destination. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form at the NECO Website as follows: http:// www.neco.navy.mil. The solicitation is anticipated to be available around 14 June 2010. NO SOLICITATION EXISTS AT THIS TIME. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
