- The FISC Norfolk, Philadelphia Division intends to acquire, on a sole source basis, a standard, evidence-based training workshop on the assessment and management of suicide risk in order to keep provider skills current, to strengthen core competencies of mental health and medical providers, and to contribute to the continuous improvement of Navy Medicine's mandate to reduce suicides among Sailors, Marines, and there dependents. This requirement is in support of the Navy Bureau of Medicine and Surgery. The contractor is the Education Development Center, Inc. of Newton, MA with offices in Washington DC. The primary objective is to provide highly qualified and experienced trainers who will deliver professional education which will meet the licensing requirements for the continuing educational needs of psychiatrists, psychologists, clinical social workers, psychiatric nurses, and other mental health and medical professionals who care for Sailors, Marines, and their families. The primary focus of the training shall be on suicide risk assessment and the management of suicidal behaviors among service members and their families. The goal of the training is to improve the skills and confidence of Navy mental health and medical providers in assessing and managing suicidal behaviors. Approximately 26 Workshops are planned at 19 different Medical Treatment Facilities, both in and out of the Continental United States. The total number of students to be trained is estimated at between 700 and 1000 individuals. Each Workshop will be one-day in length and it is anticipated that the Workshops will be given over a period of approximately 12-months. The contractor will provide the instructors as well as workbooks and course materials and will administer pre- and post- knowledge testing. It is intended that this procurement will be processed in accordance with FAR 13.5 Test Program for Certain Commercial Items, and FAR Part 12 will apply. It is anticipated that a firm fixed price contract will result from this solicitation. A twelve month base period contemplated. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.50 (a), a sole source acquisition under the authority of the test program for certain commercial items. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contracting action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
