Upgrade Park Infrastructure -- Boulder Beach Water Tank, Lake Mead NRA, Clark County, NV, 89005-2426 - LAME PMIS# 091960 *NOTE: All responsible U.S. Small Business Administration (SBA) Historically Underutilized Business Zone (HUBZone) sources may submit an offer that will be considered. General: The National Park Service (NPS), Department of Interior (DOI), is soliciting proposals for all Historically Underutilized Business Zone (HUBZone) construction firms recognized by the U.S. Small Business Administration (SBA) as having the capability to perform the work described below. The solicitation will be issued electronically, on the DOI's National Business Center (NBC) Web site, at http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification for this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov Web site for all information relevant to this solicitation. Online Representations and Certifications Application (ORCA). ORCA is an on-line system that is located on the Internet. Prior to ORCA, vendors were required to submit Representations and Certifications (Reps and Certs) for each individual large purchase contract award. Now, using ORCA, a contractor can enter their Reps and Certs information once for use on all Federal contracts. This Web site benefits not only the contractor by allowing him or her to maintain an accurate and complete record, but it also benefits the Contracting Officer, as he or she can view every record, including archives, with the click of a mouse. The ORCA site can be found by navigating to http://www.bpn.gov and next clicking on "Online Reps and Certs Application" on the left side of the screen. Proposed Issue Date: On or about Friday, June 25, 2010 PMIS/Title of Project: LAME-091960, Upgrade Park Infrastructure - Boulder Beach Water Tank Solicitation: N2011101099 Location: Lake Mead National Recreation Area, Boulder City (Clark County), Nevada, 89005-2426, U.S.A. Estimated Range of Project Cost: $500,000 to $1,500,000. The North American Industry Classification System (NAICS) Code for Project: 237110, Water and Sewer Line and Related Structures Construction The U.S. Small Business Administration (SBA) Table of Small Business Size Standard for Project: $33.5 Million Description: The purpose of this project is to demolish the existing 2,000,000 gallon painted steel tank after constructing, testing, and ensuring a fully operational 300,000 gallon stained concrete tank. Additional elements of the project include the following:1. Replacement of the pump house roof,2. Installation of a circulation pump and internal sprayer,3. Installation of an altitude valve and valve vault,4. Installation of controls associated with the water tank,5. Installation of pipe and valves, and6. Installation of water meter on the tank outlet. The project includes, but is not limited to, civil engineering (storm water management, demolition, earth work, etc.), water/wastewater systems (supplements domestic water demand and fire flow storage requirements), and structural systems elements as per construction documents. This description does not cover every element of work, but is intended to convey the nature of extent of the work. Type of Procurement: A single, negotiated, firm fixed-price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price as stated in the solicitation. The Estimated Period of Performance is approximately August 2010 to March 2011, which for estimation purposes equates to a time for completion of approximately 260 calendar days; The actual date will be established at the time proposal documents are available. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. All offerors are strongly encouraged to contact their local U.S. Small Business Administration (SBA) office, to post their need for qualified subcontractors on SUB-Net accessed at http://web.sba.gov/subnet/, and to utilize the Central Contractor Registration's (CCR) Dynamic Small BusinessSearch for potential subcontractors within these various socio-economic categories.
