- The Lifecycle Environmental Engineering Branch Lab at Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure (1) retrofit package for their walk-in Temperature Altitude Humidity (TAH) chamber, on a full and open competition basis on a firm fixed price contract. This acquisition is considered commercial and will be conducted using FAR Part 12 and 13.5 test program for certain commercial items. The Thermotron Chamber, model 896-90-90, has a test area of roughly 8' x 14' x 10', was originally constructed in 1986, and is in need of a major retrofit to continue operation. All original performance specifications are to be met and witnessed at completion of the installation. The minimum requirements for this retrofit include refurbishing or replacing the existing parts or providing an alternative set of parts to achieve the same function of the chamber as specified in the drawings. Those parts include: six (6) 30 HP compressors and one (1) 5 HP compressor; a Reimers Electra Steam Inc., model R45 steam generator; a Beach Russ Co. model R45 Rotary Piston Vacuum Pump; Temperature, Altitude and Humidity Sensors that conform to MIL-STD-810; Heat exchangers; valve box and components; the chamber inner floor liner; miscellaneous electrical items including eight (8) light assemblies, five (5) emergency stop switches, two (2) reset switches, large and small steam solenoids, and two (2) drain solenoids. Additional requirements include, repairing or replacing the main door gasket; refrigerant and electrical preparation and disposal; providing an modern integrated controller compatible with the existing ThermoTrac chamber monitoring software and capable of controlling all process variables simultaneously allowing for control via either manual controls or user created test profiles; and installation and training including documentation of installed parts with standard commercial warranties and services. Specific information to include detailed specifications shall be included in Solicitation N68936-10-T-0169 to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 20 June 2010 to close 25 days after the Request for Quote issue date. Delivery requirements shall be F.O.B. Destination China Lake, CA. Award is scheduled to occur by 30 September 2010. All responsible sources may submit a written quotation which shall be considered by the agency. All responses shall be submitted in writing to the Naval Air Warfare Center Weapons Division, Code 21000D, Attn: D. Barros, 429 E. Bowen Road Mail Stop 4015, China Lake, CA 93555-6108. All responsible sources must be registered in the Central Contractor Registration (CCR) database at the following website: https://www.ccr.dlis.dla.mil/ccr/scripts/index.html. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov in conjunction with required registration in the CCR database.
