Proposed Solicitation No. AB133F-10-RP-0135 Requisition No. NFFR7400-10-12073 Pacific Island Commercial Fisheries Bio-Sampling (CFBS) Initiative NAICS: 541620 - $7.0 mil The National Marine Fisheries Service has a requirement in Saipan, located in the Commonwealth of the Northern Mariana Islands (CNMI). The resultant contract will be for facilitation support of the design, development and implementation of the CFBS. This project will involve opportunistically sampling existing fisheries and providing in-depth information about the catch, with a consistent effort to ensure that additional fishing or market pressure is not generated by the sampling protocols. Biological monitoring will include: • species identification, size and weight frequencies • age, length, weight and growth data (for the full size range of each species) • size at sexual maturity • fecundity and spawning seasonality • length-frequency data by fishery or gear type All project efforts must:  Build and foster a long-term collaborative relationship between the fishing industry and the local and federal government fisheries agencies;  Be designed to be as unobtrusive and cooperative as possible, so they do not compete unnecessarily with the availability of fish to supply local market demands; and  Ensure that the work plan is science-based and quality-oriented, with high standards of productivity and integrity for all aspects of operations. The contractor shall work cooperatively and effectively with all industry and government entities involved in this research and monitoring program. The contractor shall also have trained and experienced staff with capabilities to accurately measure and identify all species in the commercial harvest using scientific names, and accurately enter all data into spreadsheets and provide weekly and monthly reports to the government. The contractor shall be responsible for transport and tracking of fish, returning the sampled fish to the vendor(s) when possible, handling all labeling and shipping of sampled parts (otoliths and gonad sections as a minimum) to analytical labs. The resultant contract will be a Firm Fixed Price contract. The contract shall be based on a scope of work distributing the project costs and effort appropriately over 14-16 months after date of award. The North American Industry Classification Code (NAICS) is 541620 with a size standard of $7.0 million in average annual receipts. All contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR). A Request for Proposal (RFP) will be available in late June 2010, through the Government's website at http://www.fedbizopps.gov/. No paper copies of the RFP will be issued.
