Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, is conducting a sources sought notice for the following potential requirement: Background The U.S. Government established the Federal Aviation Administration (FAA) to provide a safe, secure, and efficient aviation system that contributes to national security. Among its many responsibilities, the FAA manages and operates the National Airspace System (NAS), which comprises over 59,000 facilities located throughout the nation supporting all air operations within the U.S., as well as certain oceanic areas. In order to manage the considerable environmental and safety issues associated with NAS operation, the FAA must comply with a set of federal, state, and local environmental and occupational safety and health statutes, regulations, executive orders and directives. In order to meet these compliance challenges, the FAA administers an Environmental, Occupational Safety and Health (EOSH) program, which spans a range of compliance management areas. In order to support the EOSH program, the Volpe Center will implement fall protection safety upgrades to facilities in the Eastern Service Area (ESA). The Volpe Center will perform pre-work surveys and fall protection upgrades at Remote Communications Air to Ground (RCAG), Remote Transmitter/Receiver (RTR), Remote Communications Outlet (RCO), and Back Up Emergency Communications (BUEC) sites. These upgrades may include any or all of the following: removal/replacement and/or installation of ladders, ladder safety climb systems, hatch door modifications to suit safety climb systems, and guard-rail, mid-rail, and toe board extensions. Tasks to be Performed a. Remove and discard existing ladder safety climb system b. Install Dyna-Glide Climbing Protection Systems in accordance with attached installation manual c. Install the 4" toe board around the perimeter of the platform. The toe board may be installed in one (1) of two (2) ways, bolting or welding in-place. d. Install guard rail extension in accordance with the guidance drawing provided. The minimum height of the guard rail shall be 42" above the platform deck. e. Install tower hatch-door counterweight balances, if required. f. Re-preserve all disturbed areas using zinc-enriched epoxy paint (gray in color) prior to leaving the site. The disturbed areas shall be properly prepared for painting in accordance with the manufacturer's recommendations. *Optional Tasks a. Remove and replace existing tower ladder system. Discard existing removed material. b. Modify the existing deck, as needed, to allow a climber to ascend through the deck hatch and stand on the platform prior to unhooking his safety climb system. c. Remove and reinstall mid-guard rail if it does not meet half way between the platform deck and upper guard rail. *Optional tasks will be determined during the initial site visit Equipment Required Dyna-Glide Installation manual for equipment required to install the safety climb system Personnel Required Two (2) persons shall be required to make an installation to a fixed vertical ladder. One (1) person (the "climbing installer") shall climb and install the rail sections one (1) at a time. The second person shall be on the ground (the "ground person") and shall deploy materials to the climbing installer. The climbing installer and the ground person must both be trained, certified and experienced climbers versed in safety at heights, including rescue procedures in accordance with the fall protection standards of the Occupational Safety and Health Administration (OSHA). Unless there are other personnel at ground level who are trained and equipped for rescue, the ground person must be prepared to immediately effect a rescue operation. This includes wearing the proper equipment at all times and having means of calling others for emergency assistance. If the climbing installer and ground person switch roles to spell each other off, then both must be equipped, trained and fit to assume the duties and responsibilities of both roles. The Contractor shall have a viable Rescue System on-hand during the work. All capability information shall include: Contract number; Customer (DOD agency, other Government agency, private industry); Contracting Officer's Technical Representative (COTR) name, telephone and fax numbers; contract value and type of contract; period of performance; and description of product/services. Information provided should be detailed in the area(s) above so the Government can assess the ability of the company to provide the described services. All of the information sought should be conveyed in no more than 10 pages. Page size is set at 8½ X 11 and text should be doubled spaced. Each response must reference the sources sought title. The NAICS Code for this acquisition is 332312 and the small business size standard is 500 employees. Interested parties must respond to this announcement in writing within 15 days of publication.
