Description
The Air Armament Center, 308th Air Armament Systems Wing, 308th Air Armament Systems Group, 692nd Armament Systems Squadron, intends to solicit and award multiple sole source contracts under the authority of FAR 6.302-1 to Raytheon Missile Systems, Tucson, AZ to procure the following efforts: a. Miniature Air Launched Decoy Jammer (MALD-J) Increment II risk reduction activities, prototyping and contractor competitive down-selects of a supplier for upgrades to the jammer module. The risk reduction program will develop new jammer techniques and a jam resistant Integrated Guidance and Navigation System to handle the additional jammer power output. This Technology Development Phase will include initial ground testing, captive flight testing, and a free flight demo. b. MALD-J Increment II Engineering and Manufacturing Development Phase (EMD). This effort further develops the Increment II concept and produces hardware for testing. During this period developmental captive and free-flight testing will occur. The MALD-J is an expendable unmanned air vehicle deployed from an F-16 fighter or B-52 bomber aircraft at standoff ranges to penetrate enemy airspace to stimulate, decoy, confuse, jam and/or saturate an enemy integrated air defense system to enhance aircrew survivability during combat operations. The only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) the original MALD producer and sustainment provider because it solely possesses the critical vehicle information and qualified vehicle design to meet Government's requirements. No Technical data package is available from the government. FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses must be received 15 calendar days after date of post. The AFFARS clause 5352.201-9101, Ombudsman, is applicable to this procurement. The AAC Ombudsman is Colonel Charles S. Greenwald, AAC/CV, 101 West D Avenue, Suite 116, Eglin AFB, FL 32542, (850) 882-5495, Charles.greenwald@eglin.af.mil. For contractual issues, contact Sara Harris, Contracting Officer (850) 883-2371 (sara.harris@eglin.af.mil) or John Nalezny, Contracting Specialist (850) 883-3374 (john.nalezny@eglin.af.mil). For technical issues contact Paul Danielak, (850) 883-3579 (paul.danielak@eglin.af.mil).
