Description
This is a revised solicitation to further clarify that this is a total small business set aside. The purpose of this modification is to answer questions that have been posed by potential offerors, to extend the response deadline to June 24, 2010 at 12:00 pm, and to post a revised SF18 to clarify that this solicitation is a total small business set aside. The following questions have been posed, with their respective responses: Q: Is there a current incumbent? A: There is not a current incumbent for the TREC/Web-Relevance Feedback/Sessions task Q: Has this same work been done before by a previous contractor? If so, can you provide information about this prior contract - such as a contract number? A: This same work has not been done before. Q: Can you provide a range of topics that will be judged? A: Each of the contractor personnel will judge documents for between 20 and 40 topics total across the three phases of the task. No more information will be given at this time on this question. Q: What are the estimated amount of pages that will be judged for each topic? A: We roughly estimate 1,000 documents per topic. Q: It is our understanding that each of the 6 contractor personnel will work a maximum of 40 hours in each 11 day period. Is this correct? A: Yes, each of the 6 contractor personnel will work a maximum of 40 hours in each 11 day period Q: What is the minimum amount of hours each of the 6 contractor personnel can work in each 11 day period? A: No minimum amount of hours. Q: Are there specific hours during the business day that NIST would like the contractor personnel to be present for work? A: When more than one Assessing task is taking place in the lab (NIST, Bldg. 225, Room A206), contractor personnel shall be required to work in shifts: either 8 a.m.-12 noon or 12 noon-4 p.m. When no other Assessing task is taking place in the lab, contractor personnel may work a 4 hour period, between 8 a.m.-5 p.m., of their choice. With the exception of the training session that will be held 10 days after award of contract. The training session will begin at 10 a.m. and be completed by 1 p.m. Q: Can you further define what the term "shall judge" exactly means? A: "shall judge". The contractor personnel will read the document, and judge whether it is or is not relevant to the given topic. Q: What application will be contractor personnel be required to record the output in? Is it excel, word or another application? A: The contractor personnel will use an application that is provided for them and which has been designed specifically for this task. Q: Could you provide an example of a deliverable that would need to be revised? A: No, not at this time. Q: On page 11, paragraph 3. 52.204-9 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (SEP 2007): Question: Will contractor personnel be issued a government ID badge for the short time they are at NIST? A: Yes, contractor personnel are issued a NIST badge. Q: Will contractor personnel need to be fingerprinted or have security clearances? Reference page 22 paragraph 14. 1352.237-71 SECURITY PROCESSING REQUIREMENTS - LOW RISK CONTRACTS (APR 2010) A: Yes, contractor personnel are finger printed and receive Department of Commerce security processing. Q: It is our understanding that no contractor computer systems will be used in the performance of this contract. Is this correct? A: Yes, only NIST computer equipment will be used. Q: It is our understanding that no travel outside of the general DC metro area is required by this contract. Is this correct? A: Yes, all work for this task will be completed at the NIST, Gaithersburg, MD site.
