Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Background The National Library of Medicine (NLM), one of the three national libraries in the United States, is the world's largest research library in a single scientific and professional field. NLM's primary mission, as mandated by the Congress, is service to the health professions. To support this mission, the Library comprehensively collects materials in biomedical subjects. The NLM holdings include more than 5 million items in over 70 languages from virtually every country in the world. The NLM's History of Medicine Division (HMD) maintains a pre-eminent collection of the world's published medical literature, including books, journal volumes, pamphlets, and theses, printed from the 15th through the early 20th century; manuscripts ranging in date from the 11th century to the present; fine prints, and other graphic materials from the 15th century to the present; and historical audiovisuals up through 1970. The collection consists of more than 600,000 printed works, 10,000 linear feet of modern manuscripts, 6,000 historical audiovisuals, and over 100,000 historical prints and photographs. NLM has 200 master CDs/DVDs containing the high resolution master files of digitized original images in the Prints and Photographs Collection. Each year, The Division facilitates the photographing, digitizing and copying of several thousand images either from the original or master digital file for patrons, NLM and NIH staff. The images are reproduced for use in exhibits, slide presentations, book illustrations, journals, lectures, website development, archival preservation and media productions. The vendor shall perform the following activities: This contract shall provide the services 1) obtain continuing onsite photographic and digitizing services for HMD, NLM, 2) provide images to patrons, NLM and NIH staff for use in exhibits, slide presentations, book illustrations, journals, lectures, website development, archival preservation and media productions and 3) archivally store approximately 200 master CDs/DVDs containing digital files of the Collection for use as masters for reproduction. Image reproductions shall be produced from high resolution digital files captured from the original image in the Prints and Photographs Collection, NLM. Images shall be reproduced in formats of print, digital file, and special formats upon request. New images will be added to the master DVD collection for archival storage at the vendor's facility as new images enter the Collection. Vendor shall come to NLM as needed, approximately twice a month, to provide onsite digital and/or film photographic services. Work will be carried out according to a schedule mutually agreed upon by the vendor and the Project Officer, generally Monday through Friday, between 8:30am and 5:00pm, except Federal holidays. Vendor shall fulfill image reproduction requests, process film, store DVDs, invoice/ship and maintain patron files at the vendor's facility. The proposed acquisition will be procured under FAR Part 12 in accordance with the policies and procedures under FAR Part 13- Simplified Acquisition Procedures. The period of performance will be for a 12-month Base Period with four additional 12-month Option Periods. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size. (c) All capability statements must be submitted electronically no later than 1:00pm eastern standard time on June 18, 2010 to Suet Vu, vus@mail.nih.gov.
