Description
Naval Facilities Engineering Command South East (NAVFAC SE) in Jacksonville, Florida intends to solicit and award a combination firm fixed priced and Indefinite Delivery Indefinite Quantity (IDIQ) contract for Facility Support Services. The place of performance is at Maintenance Center Albany (MCA) aboard Marine Corps Logistics Base Albany, GA. The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1. The proposed contract is a 100 percent small business set-aside. The Government will only accept offers from small business concerns. The NAICS Code for this procurement is 561210 and the annual small business size standard is $35.5M dollars. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government. Description of Services: Facilities Support Services to include sustainment, maintenance, and repair at various locations at Maintenance Center Albany. The following work may be performed but is not limited to: (1) Paint Booths and associated equipment PM & Maintenance; (2) Blast Booths and associated equipment PM & Maintenance; (3) Fast Acting Doors PM & Maintenance; (4) Machine Tools PM & Maintenance (to include water jets, lathes, and CNC machines); (5) Dynamometers PM, Maintenance, Certification & Testing; (6) Air Compressors PM, & Maintenance; (7) Cranes PM, Maintenance, Certification & Testing; (8) Hydraulic Test Benches & Equipment (to include hose machines) PM & Maintenance. SITE VISIT: Attendance to the scheduled site visit is encouraged to inspect the equipment and site where the work will be performed. All are invited to attend the pre-proposal conference and site visit for the project. Firms participating in the pre-proposal conference and site visit will not be directly compensated for their participation. Pre-proposal conference/site visit will be held on 12 July 2010 at 8:30 am at: Marine Corps Base Albany, GAMaintenance Center Albany814 Radford Blvd.Albany, GA 31704 For Base Access at the gate, you must have a picture ID, vehicle registration, and proof of insurance. Please arrive early as it may take some time to get the vehicle pass. All passengers in the vehicle must have a picture ID. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ no sooner than 15 days after this synopsis is posted. In accordance with FAR Section 5.102, availability of the solicitation will be limited to the electronic medium and the Government will not provide copies. It is the offerors responsibility to check the NECO website periodically for any amendments to the solicitation, as this will be the only method of distribution for amendments. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offer must be currently registered in the Department of Defense Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling (1-888-227-2423) or via internet at http://www.ccr.gov. NAVFAC SE currently utilizes WAWF as its ONLY authorized method to electronically process vendor requests for payment.
