Description
The intent of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for services to install additional physical access security system devices and associated accessories as a complete turnkey operation at the Richard L Roudebush VA Medical Center with Siemens Industry, Inc. Security Systems 6200 Technology Center Dr, Indianapolis IN 46278 as described herein: The Richard L Roudebush VA Medical Centers located in Indianapolis has the following requirement; in order to regulate access to sensitive material, existing proximity card readers and associated components shall be removed and dual compatibility HID/PIV card readers and accessories shall be installed at various locations throughout the facility. The project includes the following. MRI Suite Intercom Installation: Contractor shall provide and install two master intercom stations with live color video capability and one substation in the MRI office area. This will allow MRI attendants to acknowledge the people in the waiting area. The head end shall support up to 8 total stations. Emergency Release Sensors and Fire Alarm Integration for Exterior Maglock Doors: Contractor shall install and integrate additional contact for exterior doors with magnetic locks that shall enable instant notifications to police dispatch when the door crash bar has been pressed, as well as if the door was forced open. Contractor shall be responsible for integrating the contact into the existing physical security management system. In addition, the contractor shall configure and optimize alarm notifications to the satisfaction of the Police service. Contractor shall integrate the magnetic locks into the existing fire alarm system, such that when a Fire Alarm is activated all doors will automatically unlock and allow free egress. Contractor shall adjust the magnetic lock emergency release settings from 15 to 30 seconds and install signage at each door explaining such operation. Emergency Department Intercom Installation: Contractor shall install an intercom system that has remote door opening capabilities for three (3) doors in the new department. The three doors lead into the following corridors: C1-73, C1-66, and C1-65A (physical locations to be verified with Project Engineer at time of installation). The master intercom station shall be located at the main nurse station and shall have a door release button to enable efficient communication and swift entry for families requesting to visit a patient and ambulance paramedics transporting a patient. Emergency Department Rear Corridor Card Reader Installation: Contractor shall provide two (2) additional card readers, one (1) per door, for the rear corridor access to the Emergency Department. The two card readers are to be located for optimized entry into corridors C174-01-W and C165A-01-W. Cardiology Conference Room Card Reader Installation: Contractor shall install a dual compatibility HID/PIV Card Reader with a REX on the door leading into A6111-01-W. The room is used as an MICU Doctor's Charting Area, Conference Room, and Equipment Storage and the Cardiology service requires restricted access. GENERAL NOTES: The doors specified above shall have proximity card readers which can detect BOTH HID proximity access control cards currently in use at the medical center and PIV Personal Identification Verification Smart ID cards, which are to be employed in the near future. The card readers shall be configured to communicate and be fully functional with the existing physical access control security system operated by the Facility Commander Wnx software. All wiring is to be in 3/4 inch conduit with insulated threaded coupling throughout the medical center if a cable tray is not available. Contractor shall provide HILTI Fire Stop in accordance with facility LSC Drawings. All work shall be accomplished in accordance with drawings, specifications and the Statement of Work. The Government was not able to identify vendors capable of providing the required services without jeopardizing the current compatibility with and integration into the existing security system with the exception of Siemens Building Technologies. Siemens Building Technologies installed the current Siemens Security and Surveillance System which is fully integrated and exclusively compatible with the GE Nav and Facility Commander Wnx software installed on a workstation in the Police Operations room. As a result, the government intends to award a contract to Siemens Building Technologies for these services on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1(b)(1), agencies are permitted to utilize this authority contingent upon a reasonable basis existing that the agency's minimum needs can only be satisfied by unique supplies or services available from only one source or only one supplier with unique capabilities. A justification for other than full and open competition has been prepared in support of this acquisition. This FBO announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued on FedBizOpps. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals and information received by 10:00 AM Eastern Daylight Time June 24, 2010. Information received shall be considered solely for the purpose of determining whether a competitive procurement is a viable option. No solicitation document exists and no telephone inquiries shall be accepted. Information can be sent to the Department of Veterans Affairs, R.L.
