- RFQ with clauses PRE-SOLICITATION NOTICE: The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Alaska Pacific Regional Office has a requirement for statistical support for oil and gas projects and commercial fishing projects. This is small business set-aside procurement. This contract will help the National Institute for Occupational Safety and Health (NIOSH) Alaska Pacific Regional Office (APRO) to accomplish the goal of reducing occupational fatalities among the nation's highest-risk industries. This will be accomplished through the provision of analytical and statistical and scientific support. Specifically, this contract will help APRO obtain analytical and statistical support for two of its programs: the Commercial Fishing Safety Program and the Oil and Gas Extraction Safety and Health Program. The Commercial Fishing Safety Program is a national program focusing on hazards and high-risk fisheries throughout the industry in the US. Commercial fishermen consistently have a high rate of fatalities. In 2008, commercial fishermen had a fatality rate of 128.9/100,000. Statistical and analytic support is also required for the NIOSH Oil and Gas Extraction Safety and Health Program, which is coordinated out of APRO. The oil and gas extraction industry employs over 475,000 workers and is characterized by a particularly high occupational fatality rate. During 2003-2008, 644 oil and gas extraction workers were fatally injured on the job resulting in an annual occupational fatality rate of 28.9 deaths per 100,000 workers. Vendor Requirements for this contract include: - Masters degree in Biostatistics or equivalent - Excellent skills in SAS and Excell - Understanding of the safety and health issues in the Oil and Gas industry demonstrated through publications and/or presentation of research projects in this industry - Understanding of the safety and health issues in the Commercial Fishing industry demonstrated through publications and/or presentation of research projects in this industry - Evidence in writing scientific journal articles, industry publications, and successful grant applications demonstrated through a bibliography - Evidence in project management of injury prevention and occupational safety research projects - A working knowledge of our surveillance systems- Alaska Occupational Injury Surveillance System, Alaska Trauma Registry, and Commercial Fishing Incident Database. - The contractor must also be able to analyze data collected from field studies reviewing medical records and collecting survey data from workers in the field. Other experience that is useful. - Understanding of the safety and health issues in the Aviation industry demonstrated through publications and/or presentation of research projects in this industry Tasks to be Performed The contractor will provide the expertise to complete the tasks outlined below. a. Assisting in the identification and acquisition of data and databases relevant to the Commercial Fishing Safety Program and the Oil and Gas Extraction Safety and Health Program. b. Write and execute SAS code for the analysis of complex and large datasets. The contractor must also be able to analyze data collected from field studies reviewing medical records and collecting survey data from workers in the field. c. Assist in submitting and responding to reviews of two scientific articles (Alaska Ranger and Katmai Investigation; North Pacific Research Board final report on Management Regimes and Safety) that have been written but need to be moved to publication. d. Provide expert consultation on the selection, modification and/or development of appropriate statistical analysis methods for APRO research projects. e. Provide a scientific review of the various research products including the 5-year safety review of the BSAI Crab Rationalization program, the regional summaries of commercial fishing fatalities for the US from 2000-2009, various publications from the NIOSH survey of commercial fishermen regarding PFD usage. f. Identify and describing risk factors associated with occupational injuries. g. Analyze and report on findings from two new data sets: the Dutch Harbor Health clinic records review and the NIOSH survey of commercial fishermen regarding PFD usage. h. Assist in developing research proposals and manuscripts as requested by APRO staff. i. Identifying and evaluating appropriate workplace intervention measures or technologies based upon study results. j. Assistance in measuring the effectiveness of workplace solutions developed and implemented by APRO. Quarterly progress reports are due at the end of each quarter, and monthly teleconference calls will also take place between the contractor and the project officer. All electronic files should be delivered in one of the following formats: SAS, MS Excel, MS Word or MS PowerPoint, and provided to the project office via e-mail or CD-ROM. Any statistical analysis software packages required for completion of this work shall be furnished or renewed by CDC/NIOSH/APRO as required for the duration of the project. The CDC intends to award a single Firm-Fixed Price Purchase Order in accordance with FAR Part 13. This is the only notification that will be posted. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages.
