Description
The Office of Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center, Division of Acquisition Management, intends to award a 12 month sole source contract using simplified acquisition procedures to the National Association of Drug Court Professionals, 4900 Seminary Road, Suite 320, Alexandria, VA 22311. SAMHSA/CSAT continues to support the expansion and/or enhancement of substance abuse treatment for various treatment drug court models. As a result of the rapid interest in Veteran Drug Courts, SAMHSA/CSAT partnered with NADCP/NDCI in FY 2009 to develop a Veterans Academy Court Network. The NADCP is a national membership organization of adult, juvenile, family and tribal drug treatment courts. These drug courts are throughout the country and abroad. NADCP is a prominent force in the rapid expansion of drug courts. The National Drug Court Institute is the Professional Services Division of NADCP. NDCI oversees the training and technical assistance provided to drug courts throughout the country. SAMHSA/CSAT has entered into a working partnership with NADCP/NDCI over the years to assist in providing technical assistance to SAMHSA/CSAT grantees. This combined relationship will serve as a way to increase awareness and aide others interested in expanding current drug court programs to develop programming for Veterans. The purpose of this contract is to begin Phase II tasks provided by NADCP/NDCI under Phase I tasks of “Veterans Academy Court Network,” which was previously completed by NADCP. Therefore, Phase II tasks are a logical follow-onto the work completed in Phase I. The contractor will provide (1) support for NDCI staff site-visits to Veteran Academy Court programs; (2) provide materials and resources to be used during Veteran Academy Court site visits; and (3) provide each Veteran Academy Court with support and technical assistance to provide and assist with ongoing training and other costs associated with being an “Veteran Academy Court”. Project Deliverables: All the work under the Phase I activities will have been completed except for the submission of the Phase I report due by August 8, 2010. Task 1: Initial meeting Sub-Task 1a: Telephone meetings Contractor will maintain monthly contact with the Project Officer on the status of each task and obtain input on all related tasks and all future activities. Task 2: NDCI/NADCP Staff schedule visits to the Veteran Academy Courts Task 3: Market the Availability of Assistance to Local Courts to Visit Veteran Academy Courts Task 4: Schedule Site Visits to the Veteran Academy Court Network Task 5: Report out on Phase II of this inititive at the 17th National Association of Drug Court Professionals Annual Drug Court Training Conference in Oxen Hill, Maryland in June 2011. Task 6: Submit Draft and Final Report to Government Project Officer The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
