Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to award a firm fixed price purchase order on a sole source basis to: Beckman Coulter, Inc., Fullerton, CA 92835. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: The Discovery, Early Detection, Evaluation, Treatment and Prevention in Cancer Research at Penn State require titanium rotor packages for use with the Optima L-90K Ultra. The rotor packages will be used in the ultracentrifuge system to conduct large-volume cell and protein separations. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Discovery, Early Detection, Evaluation, Treatment and Prevention in Cancer Research possess an Optima L-90K Ultra manufactured by Beckman Coulter. The Optima L-90K is an ultracentrifuge with specific size fittings and weight requirements for the internal rotor. Other ultra centrifuge manufacturers have similar rotor requirements to be able to use in their ultracentrifuge. Beckman Coulter has not licensed their rotors for the Optima L-90K Ultra to other manufacturers. OEM titanium rotors are the only compatible rotors for the Beckman Coulter Optima L-90K Ultra. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A search was conducted between 8 April and 14 April 2010 using Internet search engines, the Central Contractor Registry (CCR) database, and the Small Business Administration (SBA) Dynamic Small Business Search. The CCR and SBA search referenced NAICS code 334516 Analytical Laboratory Instrument Manufacturing and keywords, Titanium Rotor, Ultracentrifuge, Lab Equipment, and Biotech Equipment. The SBA Dynamic Small Business Search returned several small businesses associated with both the NAICS 334516 and any of the relevant keywords. None of the found vendors could offer the required items. Internet research found that the models that best meet the salient characteristics of the titanium rotor package are available from the manufacturer Beckman Coulter. While several ultracentrifuge rotor models are available on the market, they are not compatible with the Optima L-90K Ultra. The titanium rotor packages manufactured by Beckman Coulter best meet the requirements. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The titanium rotors requested are manufactured specifically for use in the Optima L-90K Ultra. The specific size fittings and weight requirements are proprietary to Beckman Coulter and can only provide suitable parts for their equipment. 6.
