- The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to procure Medical Transcription Services for the National Naval Medical Center (NNMC), Bethesda, Maryland. Approximately 70% off-site and 30% on-site transcription services will be performed by the contractor. Dictation will be supplied to the contractor through two on-site hard wired transcription stations and off-site networking utilizing a Lanier Voice Writer Dictation System. The estimated annual volume for the Radiology Department is estimated to be approximately 3.3 million lines per year, with each line consisting of 70 characters. The turnaround time for transcribed reports will range from 2 to 24 hours after dictation depending on which type of report/dictation the transcriber is working on. These types will be further defined in the Performance Work Statement. Transcribers must have a broad knowledge of specialized vocabulary in medicine and surgery. Also, they must be able to adapt to variation in accent, speech, tone, voice, volume, delivery, pronunciation, and enunciation. The services performed under this requirement can only be performed within the United States. No "off-shoring" of this requirement is permitted. Transcription services will be performed within the United States by U.S. citizens. Vendors who submit an offer for consideration under this requirement acknowledges this restriction by their signature on their offer. The proposed procurement is being processed as a Small Business Set-Aside. FISC intent is to issue a firm fixed price contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is from 01 October 2010 through 30 September 2011 plus three, one year options ending 30 September 2014, if all options are exercised.
