- This publication serves as notice of intent to procure supplies for the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at MacDill AFB, FL on a sole source basis with L-3 Communications Corporation. The government intends to acquire the supplies under the authority of FAR Part 13.106-1(b)(1). The government intends to issue a fixed price purchase order to L-3 Communications Corporation for the PVI-600 multi-function displays. The PVI-600 multi-function display is a critical component of the safety systems portion of the avionics on the NOAA WP-3D aircraft. This acquisition is for additional units to be installed on the NOAA WP-3D aircraft and/or used as a spare for existing PVI-600 applications. AOC believes there to be no alternate FAA certified part available meeting their system interface requirements. The initial selection of the PVI-600 for installation in the NOAA P-3 aircraft was performed in 2005, following an extensive industry search. Since then, the PVI-600 has been engineered into a certified aircraft design on the NOAA P-3 aircraft. Any unit other than the PVI-600 would require extensive re-engineering and recertification, and thus would not be cost effective. This is a small purchase acquisition over $25,000.00. The delivery of the PVI-600 multi-function display is required within 30 calendar days from the date of award. This notice of intent is not a request for competitive responses. However, all responses received within ten days after date of publication of this notice will be considered by the government. A determination by the government not to compete the acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, ERAD-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
