- The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract the removal and replacement of eight culverts on Forest Road 4300. The existing culverts range in size from 15 inch to 21 inch diameter. The proposed replacements will be 6 HDPE (plastic) culverts ranging in diameter from 18 to 24 inches and 2 steel pipe arches with approximate span and rise of 81x59 inches and 42x29 inches. The 2 pipe arches are to be embedded approximately 20% of their height into the stream bed. Also included is furnishing and placement of aggregate over replaced culverts, disposal of excess or unsuitable material as necessary, conserving and placing streambed material in the bottom of the 2 pipe arches, traffic control, sediment control and diversion of water flow as necessary. This project is located on Forest Road 4300 on the Gifford Pinchot NF. The project can be reached by traveling north from Carson, Washington approximately 6 miles to Stabler, Washington. In Stabler turn left on Hemlock road and proceed approximately 1.2 miles to the 4300 road which is located on the right of Hemlock road, just past the Wind River Work Center. The culvert replacements are located along the first mile of road 4300. The disposal area for excess or unsuitable material is in the old Nursery field located at mile post 1.40 on road 4300. The estimated cost of construction for this project is between $25,000 and $100,000. A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition, will be made available on this web site on or about June 9, 2010. The period for performance will be 15 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about July 1, 2010. This acquisition is 100 percent set-aside for SBA Certified HUBZone concerns. The NAICS Code for this procurement is 237310 with a applicable size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
