- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source to Dr. Alex Turchin. The agency requires an expert in medical informatics development and research, clinical inertia and hypertension management. The agency requires a contractor lead the development and validation of the spaced education items, direct the translation of their free-text informatics protocols to the VA computer systems, validate these protocols within the VA databases, and lead the analysis of the clinical and process measure outcomes for the study. The Health Services Research and Development, HSRD, 'Research on Educational Interventions for Health Professionals' grant program focuses on understanding the relationship between educational interventions for Health Professionals and outcomes of health care which can only be accessed via health informatics technology. The agency requires that a member of the team be an expert in free-text informatics to assess clinical inertia in hypertension management. The agency requires the following experience and expertise that uniquely qualify Dr. Turchin: 1.A doctoral degree (PhS or MD) 2.Five years experience working on free-text extraction of data 3.Published research in the field of inertia in hypertension management 4.Five years ex[erience in treating patients with hypertension 5.Completion of an internal medicine residency program A firm fixed price contract with three option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement in a timely and cost effective manner. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notice to the Contracting Officer within five (5) days from the synopsis publication date. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. This information can be emailed to Craig Toland at: craig.toland@va.gov. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses of this notice is solely within the discretion of the Government.
