- The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Medtronic, Inc. 710 Medtroic Parkway NE, Minneapolis MN 55432-5604, as the only responsible source that can provide an ENT stereotactic navigation system for Naval Hospital Bremerton. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. NH Bremerton has a requirement for an ENT stereotactic navigation system. The system shall include a navigation system, ENT system software, and scanner interface. The system shall include electromagnetic tracking for use in ENT cases (tracking up to 3 instruments at a time). The system shall have 1GB RAM and an 80 GB hard drive. The system shall allow tracking via navigation sinus shaver blades. The system shall allow for the retainment of multiple physician preferences. The system shall be DICOM compatible. The system shall work with standard size reusable instruments. The voltage requirements are 120V, 60Hz, and single phase. The Fusion ENT System manufactured by Medtronic is the only system that meets the minimum requirements of the government. This system is the only ENT stereotactic navigation system that can provide electromagnetic tracking, which allows the physician to track the tip of the instrument (catheter) instead of just targeting the navigation spot of interest. This technology also eliminates all ‘line of site’ issues that can occur with typical optical (infra-red) navigation systems of the past due to interruptions in procedures. “Line of site” (space between the camera and headframe on all optical systems) can cause significant challenges during critical points in the surgery because if anything gets in the “line of site” between the camera and headframe, the system will not work or not track. These “line of site” issues can cause the surgery to be twice as long and can also result in incomplete information to the surgeons when they need it most, ultimately delaying care to the patient. No other ENT stereotactic navigation system has electromagnetic tracking, which completely eliminates all “line of site” issues because it creates an invisible field around the patient so that as soon as the navigation tool enters that field the system is tracking with no interruption. This is also the only ENT navigation system on the market that can retain each surgeon’s software preferences to allow for an increased throughput in the operating environment. Also this is the only system that allows the surgeon to ENT track via navigation sinus shaver blades, permitting for shorter surgery times and increased safety to the patient. This technology allows for sinus changes to be made right away during the navigation procedure instead of coming back later to cut or shave an area in the sinus cavity. Items being purchased in this acquisition: ENT Navigation System (1) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 423450 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by Medtronic, Inc.
