- The US Army CECOM Contracting Center- Washington on the behalf of the Research, Development and Engineering (RDECOM), Night Vision and Electronic Sensors Directorate (NVESD), Countermine Division proposes a non-competitive Cost Plus Fixed Fee (CPFF) type contract with Applied Research Associates (ARA), Inc. Albuquerque, NM for the purpose of providing improvements to their existing Advanced Demining Technology Prototype Systems, testing of these improvements and to develop two new prototypes. The proposed effort will build upon the designs of the previously ARA developed prototypes and is expected to result in improvements in landmine and UXO probability of detection while reducing system false alarm rates. Improvements to the robotic control systems and operator control stations for these prototype systems will be made under this effort with the overall goal of reducing cost and size while improving performance, reliability and operability of the systems. Additional focus will be placed on improving the reliability and maintainability of the prototype systems to prepare for field operations in live minefield and UXO-contaminated sites overseas. New system developments under this effort will include a smaller all-terrain robotic platform integrated with the dual-sensor detection system from the Nemesis prototype for off-road detection of landmines, and a minefield management software tool for planning, executing and recording data from minefield clearance tasks. The proposed effort will also include logistical support for testing and evaluation of the Advanced Demining Technology Systems at Government test sites both within the Continental United States (CONUS) and outside the Continental United States (OCONUS). The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposal and does not constitute a solicitation. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages and submitted within 45 days after the publication of this synopsis. All requests for further information must be in writing or via email; telephone requests for additional information will not be honored.
