Description
THIS IS A SOURCES SOUGHT NOTICE ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is exploring sources, on behalf of the Fisheries Field Station of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for a Tagging Unit and Elastomer Injection System. Background: The Penobscot River population has been identified as requiring research comparing the survival of Salmon; from two different stocks. From 2000 to 2010, NOAA Fisheries personnel have marked over 2,000,000 Atlantic Salmon Smolts using this equipment and it is critical to maintain constant marking techniques during the eleventh year of this multi-year study. Obtaining accurate information of group marked fish is a critical research need, and the equipment outlined in this requisition has been used successfully by NMFS and USFWS researchers in the past to mark large numbers of Atlantic salmon. Primary Objective: To facilitate the marking of Atlantic Salmon Parr and Smolts for release in Maine's rivers; state-of-the- art marking techniques are needed. Numerous studies have been conducted with elastomer and coded wire tags that indicate good tag retention and very low tagging mortality rates. Requirements: (a) Ability to mark/tag fish between 90-190 mm; (b) Ability to recover marks after 2 years at sea without sacrificing or injuring the fish, while maintaining tagging rates of at least 300 fish per hour; and (c) Compatible with existing NWMT equipment (detection lights, MKIV tagging units, air-driven elastomer injection systems and elastomer tokens) that is currently owned and used by the Northeast Fisheries Science Center. The DOC/NOAA is seeking the following information: Potential Respondents shall describe how they would propose to successfully perform these services, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. Note: This announcement is a Request for Information and no contract will be awarded pursuant to this announcement. The requested information is for planning purposes and does not constitute a commitment, implied, or otherwise, that a procurement action will be issued nor will the Government pay for the information solicited.
