- This is the Performance Work Statement for the contract to be extended. The United States Environmental Protection Agency (USEPA), Office of Water, Office of Ground Water Drinking Water, Water Security Division (OW/OGWDW/WSD) requires a four (4) month extension on the existing active Contract EP-C-05-045 which will result in an additional 40,000 hours level of effort. The contract had originally been scheduled to expire as of July 31, 2010, but with the 4-month extension it will now expire as of November 30, 2010. Extenuating circumstances involving a GAO protest prior to award has impacted a timely award of the follow-on contract, necessitating this extension. The contract provides technical support services of a unique nature for the WSD mission needs, and also provides critical support services to other Offices of the EPA [Office of Solid Waste and Emergency Response (OSWER) Office of Emergency Management (OEM) effort; National Homeland Security Research Center (NHSRC) efforts, including Methods Development and Security Products Assessment and Review efforts]. Without having the 4-month extension for the contract expiration date, very high priority, high visibility requirements would be severely impacted, jeopardizing the progress toward carrying out homeland security directives. The Performance Work Statement (PWS) for Contract EP-C-05-045 is posted as an Attachment for your information. The US EPA intends to negotiate on a sole source basis, an increase to the level of effort for this contract. Negotiations shall be conducted pursuant to the authority of 41 U.S.C. 253(c) and FAR 6.302.1 which allows for negotiations without full and open competition if there is only one responsible source. The basis for this determination is that only Computer Sciences Corporation (CSC), the incumbent, can provide the continuity to complete the remaining complex technical work. The requirements are in sensitive stages of development, and abandoning the efforts at this point for lack of contractual coverage would not be a reasonable option. Likewise, the time required to solicit a new contractor and allow that contractor to get up to speed on the requirements in the middle of a project would not be cost effective or efficient. In addition, the contract includes specific capabilities for secret and/or sensitive work, which is not common on other Agency contracts already in place. Furthermore, the analysis type effort for various highly sensitive contaminants is also unique on this contract, and is able to support the type of method development that NHSRC is working toward. Sources wishing to be considered must submit documentation to the office identified above which establishes that (1) the company has the expertise to meet the contract technical requirements contained in the PWS identified above; (2) it has a Top Secret facility and safeguarding clearance; (3) it has the facilities, equipment, and personnel available; and (4) a mobilization plan demonstrating an ability to immediately step in and assume the duties under this contract without any delays, disruptions, or impact on the quality of the work effort. Documentation should be submitted by June 24, 2010. All responsible sources may submit a capability statement, proposal, or quotation including the above information which shall be considered by the agency. See notes 22 and 26.
