- SOLICITATION; N40083-10-R-2325 HAZARDOUS WASTE DISPOSAL SERVICES FOR NAVAL SUPPORT ACTIVITY, CRANE, INDIANA WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: https://www.neco.navy.mil The official plan holders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR'S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. Solicitation documents will only be available electronically at the following website: https://www.neco.navy.mil The intention of this solicitation is to obtain all labor, supplies, materials, equipment, transportation, facilities, utilities, supervision and management; unless otherwise specified; required to provide Collection, Transportation, Disposal and Management of Hazardous Waste, Non Regulated Waste, Special Wastes, Chemical Refuse and Recycle of Universal Waste items generated. Contract requirements also include Sampling, Analysis, Reactivation treatment of Spent Activated Carbon (K045) used to filter explosive contaminated-water (K047) for return shipment of the reactivated carbon to the Government for reuse by the Government. Duties include collection, sampling, analyses, identification, labeling, transportation, pumping, tank cleaning, disposal, and incidental related work, via a Requirements Indefinite Delivery Indefinite Quantity (IDIQ) type contract at Naval Support Activity (NSA) Crane, Crane, Indiana. The solicitation contains provisions for a 12-month base period, plus four 12-month option periods to be exercised at the discretion of the Government. The term of the contract shall not exceed 60 months. The IQ quantities of supplies and services specified in the schedule and exhibits are estimates only by issuance of separate task orders. Under the terms of this type of contact, the Government does not guarantee a minimum or maximum amount of services to be ordered via the IQ schedule. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance, experience, management ability, safety and other factors as may be specified in the solicitation documents. These technical factors when combined will be evaluated as approximately equal in value to the price. The NAICS Code for this solicitation is 562112, Hazardour Waste Collection with a small business size standard of $12.5 million. This solicitation is a 100% Small Business Set-Aside procurement. Approximate release date is Thursday, June 24, 2010 with proposals due at 4:00 p.m. (local time) on approximately Tuesday, July 27, 2010. Firm instructions will be included within the solicitation document. A pre-proposal conference is tentatively scheduled for Wednesday, June 30, 2010, 9:00 a.m. (Eastern Time) at Building 2516, Conference Room B, Naval Support Activity, Crane, IN. Attendance at the pre-proposal conference is not mandatory but is strongly encouraged.
