- THIS IS A SOURCES SOUGHT SYNOPSIS. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. The intent of this sources sought synopsis is to identify potential qualified 8(a), Historically Underutilized Business Zone (HUB Zone), and small business (SB) offerors for a fixed-price Architect-Engineer (A-E) environmental action contract. Naval Facilities Engineering Command, Pacific will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned fixed-price contract. This is not an announcement of availability of a solicitation nor is it a means of generating a planholder's list. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Federal Business Opportunities if the Government intends to continue with the procurement. The general scope of work will include technical environmental services in support of the Navy's Environmental Restoration Program and includes preliminary assessment/site inspections, remedial investigation/feasibility studies, engineering evaluations/cost analyses, action memorandums, remedial designs, remedial actions, proposed plans, and records of decision. The work may be performed within the Naval Facilities Engineering Command, Pacific area of responsibility (Hawaii, Guam, Japan, Okinawa, Johnston Atoll, Diego Garcia, and other areas in the Pacific and Indian Oceans). The contract will be Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with a ceiling of $30 million. The workload may be at multiple sites within the Pacific and Indian Oceans. Projects may be of significantly varying types and magnitude. The work may require capability to perform large-scale multiple projects simultaneously, and ability to mobilize for significant and unexpected surge requirements on short-notice. The workload is subject to uncertainty and workload fluctuations may be significant and unexpected throughout the period of the contract. The contract term will be a base period of one year and 4 one-year option periods. NAICS code is 541330, Engineering Services. Small business size standard is $4 million. All work shall be performed in accordance with all applicable Federal, State, and local policy, guidance, regulations, and references including, but not limited to: OPNAVINST 5090.1, Environmental and Natural Resources Protection Manual current version; the National Oil and Hazardous Substances Pollution Contingency Plan (NCP); the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); the Resource Conservation and Recovery Act (RCRA), and; the Toxic Substances Control Act (TSCA). The Contractor shall also comply with Navy Facilities Engineering Command design manuals and other authorized instructions. Many military areas of work anticipated under this contract will not allow the entry of aliens. The field crew of the A-E shall be composed of U.S. citizens who can qualify for access to these areas. The Government will evaluate sources' capabilities based on professional qualifications and experience of key personnel, corporate experience, capacity, past performance, and financial/management systems. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. RESPONSES MUST BE RECEIVED NO LATER THAN 10:00 A.M. HAWAII STANDARD TIME, ON 30 JUNE 2010 VIA EMAIL TO richard.keener@navy.mil. Complete information must be submitted and the Government will not contact the concern for clarification of information. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information requested. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT OR MATERIALS EXPENDED IN RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. THE GOVERNMENT WILL NOT PROVIDE A "DEBRIEF" ON THE RESULTS OF THIS SURVEY.
