- Justification & Approval Document The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-3 with Boise State University, ET 224, 1900 University Dr. Boise, ID 83725 for the purchase of 10 x 10 interconnected chalcogenide-based ion conductor Memristor Arrays and Self-Reconfigurable CMOS Memristor Circuits. While this notice of intent is not a request for competitive quotations, information received by the closing date of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
