- Radio Over Internet Protocol (ROIP) Requirements SOURCES FOURGHT NOTICES/SYNOPSIS. This is a sources sought synopsis in support of a market research being conducted by the USCG, C4IT at USCG, C2CEN to determine interest and capabilities of potential sources. This synopsis is for informational and planning purposes only and does not constitute a solicitation, or a committment on the part of the government to later publish a solicitation, nor does it restrict the Government in any way as to its ultimate acquisition approach. The USCG, Command Control, Communications, and Computers (C4IT) Service Center, Acquisition Office located at USCG Command and Control Engineering Center (C2CEN), Portsmouth, VA is seeking potential sources to provide information on sources of supply for a VHF Radio Over Internet Protocol (ROIP) dispatch system. This Dispatch system will replace the Vessel Traffic Service's aging units and take advantage of improvements in current technology. The minimum requirements are attached. The Dispatch system will be integrated with th VTS system. Vendor must be willing to enter into a bailment agreement wit the US Coast Guard to support testing. THIS NOTICE IS NOT A REQUEST FOR QUOTE (RFQ). Firms responding to this announcement should include a capability statement, catalog info (for ex: specs, diagrams, commecial price lists), statement of willingness to enter into a bailment agreement with Coast Guard to support testing, company name, address, Cage Code, point of contact, size standard (small business, 8(a) concern, veteran-owned small business, women-owned small business or large business) and foreign or US owned/manufactured. All interested parties must be the right to or not to set-aside any subsequent acquisitions based upon known sources and/or responses to this sources sought synopsis. Responses shall be no more than 10 pages total. The govenment will not reimburse the costs of preparing or submitting a response to this synopsis. Any information submitted in response to this sources sought is strictly voluntary. Responses are due no later than fRIDAY, 18 June 2010 at 2:00 pm (Eastern Standard Time) and may be E-mailed (perferred) to cheryl.r.ellis@uscg.mil or mailed to Commanding Officer, USCG, Command and Control Engineering Center (C2CEN), 4000 Coast Guard Blvd, Portsmouth, VA 23703, Attn: Cheryl Ellis, Contracting Officer and must be received by the response due date.
