- The United States Postal Service intends to award a Design Build Competitive Guaranteed Maximum Price to replace and upgrade the existing HVAC systems and related electrical equipment at the USPS Southern Maryland Network Distribution Center (NDC) in Capitol Heights, Maryland. The Postal Service Southern Maryland National Distribution Center (NDC) was constructed in 1975. The project areas include the NDC of approximately 390,020 square feet. The space includes Work Room, Loading Docks and support areas. This facility is utilized full time (24/7/365) as the Network Distribution Center. The construction efforts shall be scheduled in phases to include related mechanical, electrical, and minor structural upgrades required for the complete installation of this project. Scope of work includes, but not limited to: refurbishing the existing cooling towers and add variable frequency drives (VFDs) for each cooling tower, commissioning the plant and chilled water distribution system, remove thirty air handling units with return air fans serving Work Room and provide thirty new air handling units with return air fans and related ductwork, electrical, and controls. Upgrade the electrical power distribution system as the units are replaced including replacement of the Motor Control Centers and addition of VFDs. Resize, reconfigure, and clean remaining existing duct work system and add more ductwork to suit new system capacity. Provide new gas fired infrared heaters at NDC Loading Docks 1 through 65. Replace seven DX rooftop packaged units with five new DX/Gas rooftop packaged units serving Work Room/Enclosed Docks and provide new gas distribution piping and air distribution system and DDC controls. Upgrade the electrical power distribution system as required. Provide new lightning protection equipment for all new mechanical equipment to be mounted on the roof. Provide new louvered penthouses and air distribution system for positive relief air and exhaust ventilation. Replace select exhaust fans providing general ventilation. Replace existing diffusers, grilles and registers throughout workroom. Replace heating water unit heaters, and cabinet unit heaters in vestibules, loading areas and areas not served by new air handling units. In the Maintenance Office Area, Office Area, and Computer Room Area remove existing air handling unit serving these areas and provide new air handling unit and related return fans, ductwork, electrical, controls. Upgrade the electrical power distribution system as the units are replaced. Remove existing variable air volume (VAV) boxes and provide new VAV boxes and related piping, ductwork, electrical, controls. Upgrade the electrical power distribution system as the units are replaced. In the Computer Room Area remove existing computer room HVAC systems and provide three new Computer room air conditioning units and related ductwork, electrical, controls as listed below. Upgrade the electrical power distribution system as the units are replaced. Replace the Automatic Temperature Control system in its entirety and integrate with recently installed Direct Digital Control (DDC) system modern automatic temperature control and energy management system (EMS). The EMS system for the building shall be a BACnet compliant direct digital control (DDC) System incorporating electronic micro processor controls. Existing packaged rooftop units serving Cross Docks to remain shall be interfaced into new DDC system. Provide testing, adjusting, and balancing (TAB) and Commissioning for the total mechanical systems including existing and new systems. The existing plant is in operation 7/24/365, all year round. The phased construction of this project shall not, in any case, interrupt the plant operation, truck access to the plant and loading docks. Base Bid time of performance is 540 calendar days from date of Notice to Proceed. All work is noted on the plans and Functional Design Specifications (FDS) issued by the Postal Service request for proposal. Subcontracting goals for this project are: Small Business 31.80%, Minority Business 4.10%, and Women Owned Business 7.50%.
