- CLIN Structure, applicable provisions and clauses The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD has a requirement for use of a paintball site, equipment, and ammunition for approximately 40 personnel a night within 15-20 minutes of Fort Indiantown Gap, PA (FIG). USUHS conducts training exercises at FIG for our medical and nursing students. This year, those exercises will take place 13-15 July 2010 and 19-21 July 2010 from 3pm to 8pm. Since this is a recurring requirement, we are including four (4) option periods. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a request for quotes (RFQ) for a commercial item in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This announcement constitutes the only solicitation. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any amendments to the solicitation. Quotes are being requested and a written solicitation shall not be issued. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-41. This solicitation is set-aside for small businesses and the applicable North American Industry Classification System (NAICS) Code is 451110 - "Sporting Goods Stores" with a small business size standard of $7.0 million. Please see the attached SF1449 for the CLIN structure (which includes the specific equipment needed) and applicable provisions and clauses for this requirement. The Government will award a single award, firm fixed price (FFP) option year order, with a base period of one (1) year and four (4) one-year options. To be eligible for contract award, a contractor must register with the Central Contractor Registration (CCR) database. For instructions on registering with CCR, please see CCR's website at https://www.bpn.gov/ccr/default.aspx. Award will be made on a best value determination considering the following evaluation factors: a. Price: Offerors must provide a unit price and total price for each CLIN. USUHS is a part of the Department of Defense (DoD) and is tax exempt. Do not include taxes in your quoted price. b. Technical: Offerors must provide directions to their facility from Fort Indiantown Gap, PA and be within a 15-20 minute drive from FIG. All quotation packages shall be clearly marked with the quotation number, tax identification number (TIN), DUNS number, point of contact name, phone number, fax number and email address (if available). Submit a completed copy of FAR Clause 52.212-3. Questions must be submitted via email to melissa.marcellus.ctr@usuhs.mil by 12pm on 11 June 2010. Questions submitted after this date will not be answered. An amendment to the solicitation answering any questions posed will be posted by 16 June 2010. It is the responsibility of the offeror to monitor FedBizOpps for any amendments to the solicitation. All quotes are due 18 June 2010 by 4:30pm EST. Quotes must be emailed to melissa.marcellus.ctr@usuhs.mil. USUHS is located on a secure installation and base access will not be provided nor will anyone be able to meet offerors at the gate to accept quotes. The Government reserves the right to award without discussions.
