Description
NASA/GRC has a requirement for an Intensified CCD camera and an ImagingSpectrometer System for use in characterizing fuel spray, combustion and emissions fromaircraft combustor simulators. These devices will be used for laser induced fluorescenceand Raman scattering spectroscopy measurements, among others. Measured signals will beprimarily from the ultraviolet through the visible.NASA/GRC intends to purchase the items from Princeton Instruments.The components of this purchase must be fully compatible and interchangeable withexisting hardware (Princeton Instruments PI-MAX and Acton SP-300 monochromator/imagingspectrometer). In addition, they must also be capable of being seamlessly controlledusing the Princeton Instruments WinView and WinSpec software, which is used to operatethe cameras and spectrometer. Princeton Instruments is the sole supplier of thisproprietary software.Both the existing and new instrumentation will be used in at least three different testcells and will be configured as needed for the particular tests to be conducted. Theseexperiments include Planar Laser-Induced Fluorescence, Spontaneous Raman Scattering,flame emission spectroscopy, and Particle Image Velocimetry, among others. Thus, therequirement for both old and new components to be physically compatible is imperative, soas to move seamlessly from one test cell to another. Substitution by any other productwill reduce the efficiency of setup, data taking, and the productivity of processingthese data. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 14, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
