Description
The United States Marine Corps Systems Command (MARCORSYSCOM), Program Motor Transport, Quantico, Virginia intends to solicit and award a contract to SUMMA Technology, Inc. (hereafter referred to as "SUMMA"), of Huntsville, AL on a Sole Source basis for two hundred and eighty (280) MK1077 Palletized Loading System (PLS) Flatracks, NSN 3990-01-537-1045. The statutory authority permitting this award is FAR 6.302-1(a)(2), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Marine Corps has a requirement for tandem tow capability, meaning that the MK1077s and PLS Trailers need to be delivered concurrently in theater to facilitate loading, unloading, and transporting cargo. There are currently ninety-five (95) Logistical Vehicle System Replacement (LVSR) and thirty (30) PLS Trailers in theater without the required MK1077 Flatracks. An additional forty (40) PLS Trailers will be delivered in September and October 2010 that will also be in need of the MK1077 Flatracks. Because SUMMA is the original manufacturer of the MK1077s, they are the only source that can deliver them in accordance with the PLS trailer delivery schedule. SUMMA also is the only company to currently hold the necessary requisite safety and transportability certifications from the USMC and US Army, thus enabling fielding to begin immediately upon delivery. This contract will be awarded under FAR Part 12, with a period of performance of 12 months from date of award. This notice is not a request for competitive proposals, and no solicitation is available. This award fulfills the immediate need in theater and will be followed by a competitive RFP for approximately two thousand and eight hundred (2800) MK1077s. A determination not to compete this requirement on a full and open basis is solely within the discretion of the Government.
