Request for Quote/SF18 COMBINED SYNOPSIS/SOLICITATION Rental of Digital Acoustic Recording Tags (Dtags) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-13313 (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 334290. The small business size standard is 750 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See Statement of Work. (VI) Description of requirements is as follows: Statement of Work: STATEMENT OF WORK WRD-10-13313 Project: Dtag rental to assess received sound levels on Southern Resident Killer whales 1.0 Organization 1.1 Organization The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA), Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. 1.2 Background and Objective The NWFSC provides scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The NWFSC Marine Mammal Program focuses on emerging management issues in the northwest region. A major program element is research on Southern Resident Killer whales and the conservation of this population. The research includes study of the effects of noise, vessel interactions, contaminants in marine mammals, ecology, energetics, conservation biology, distribution, and relationships to climate and environmental factors, and cumulative risk analyses. The purpose of this project is to assess the received sound levels on Southern Resident Killer whales related to whale behavior in the presence of vessels and whale foraging behavior. 2.0 Deliveries 2.1 The vendor will provide suction cup digital acoustic recording tags (Dtags) and associated equipment to assess the received sound levels on Southern Resident Killer whales. The vendor will provide the use of the following during the period of performance: 2 Dtags 2 USBIR boxes 2 Recharge boxes 2 Palm pilots 1 IR Dongle 2.2 Vendor must supply the tagging equipment. This includes two (2) High Frequency DTAGs, supplies for preparation and maintenance of the tags, and the data download gear. 2.3 Vendor must provide two (2) refurbished DTAGs (suction cups, foams, radio beacons, batteries, release cables, and fairings), USBIR boxes, recharge boxes, palm pilots and an IR dongle. 2.4 Vendor must provide shipping costs which are included to transport equipment to and from the client's office. 2.5 The vendor shall provide the above listed equipment for a three week period beginning no later than 15 September 2010. 3.0 Best Value Technical expertise is more important than price. For this contract to be successfully completed, the selected vendor must be technically qualified to provide the required digital acoustic recording tags (DTAGs). The requirements on technical specifications outweigh the cost of the work by 50%, resulting in a weighting of technical to price of 60:40. 4.0 Pricing All pricing shall include delivery charges, pickup charges, rental charges, fuel surcharges, administrative charges, etc. If rental products are lost, reimbursement will be made at replacement cost excluding labor and administrative costs. 5.0 Data Rights The purpose of this section is to provide direction and clarification in regards to the publication and use of the scientific information that will be generated as a result of this purchase order. All data becomes the property of the U.S. Government. 6.0 Point of Contact The NWFSC will designate a point of contact for the vendor for questions, review, and acceptance of submitted work. The point of contact will be responsible for task coordination and acknowledgment of the hours and performance of the contractor. Name will be given at award. 7.0 Performance 7.1 Place of Performance Services are to be provided at a location agreed upon by both parties. 7.2 Period of Performance The Period of Performance is from the date of award to 28 February 2011.
