- This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil, and the NSWC Crane Division Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/pages/Synopsis.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO and NSWC Crane Division Acquisition websites serve as alternatives in case the FBO website is unavailable. The Navy requires fabrication and assembly of TR-343 Sonar Transducer Transformers. This requirement is a 100% set-aside to small business IAW FAR 19.5. The North American Industry Classification System (NAICS) code is 334416 with a size standard of 500 employees. The resultant contract will be a 3-year, Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. A minimum of 200 units and a maximum of 5,000 units will be ordered. Delivery orders are planned on a basis of 200 units delivered monthly. 10 First Article units will be required 60 days after contract award and will be considered part of the production quantity. Offers shall be FOB Destination, NSWC Crane, 300 Hwy 361, Crane, IN 47552-5001. Inspection and acceptance will be at destination by NSWC Crane personnel. The Contractor shall fabricate and assemble the TR-343 Sonar Transducer Transformers IAW MIL-T-27/3B Specifications and Technical Drawing Package (TDP). NOTE: The technical drawing package is subject to DISTRIBUTION STATEMENT D. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet at www.ccr.gov. Information about the JCP is located at www.dlis.dla.mil/jcp. Additional instructions are available in the "Vendor Guide" link located on the right side of the FedBizOpps (FBO) home page. The drawings will be posted to FBO and will be accessible at the same time the solicitation is posted. The solicitation is expected to be issued on or about 22 June 2010 and is expected to close on or about 22 July 2010. The procurement will utilize FAR Part 15. Award will be made competitively based upon past performance (most important) and price related factors. It is the responsibility of interested vendors to monitor the FBO, NECO, and NSWC Crane Division Acquisition websites for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
