V466356Y, ATTACHMENT 1 - STATEMENT OF WORK FOR FIRE SUPPRESSION SYSTEM MAINTENANCE The Department of Homeland Security, Federal Emergency Management Agency has a requirement for maintenance services to be performed on fire suppression systems located the Mount Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006. The Contractor and/or Sub-Contractor must possess a current TOP SECRET facility clearance and have TOP SECRET cleared qualified personnel available to perform the services. The period of performance will include a base year and four consecutive option years, subject to the availability of fiscal year funds. The Statement of Work is provided as ATTACHMENT 1. A pre-proposal site visit to answer questions relating to this work effort and a walk-through of the areas where services are to be performed will be scheduled in the near future. Your company is allowed a maximum of five people to attend the site visit; however, at least one person must be from the Prime Contractor. Contractors meeting the following criteria should submit the information requested at the conclusion of this notice. • TECHNICAL EXPERIENCE - the Contractor and/or Sub-Contractor must have management personnel with at least 7 years experience performing the technical aspects of fire suppression system maintenance on systems similar to those listed in the Statement of Work. The Contractor and/or Sub-Contractor must also demonstrate an understanding of the work to be accomplished and have competent personnel with at least 5 years experience estimating maintenance contracts. • PERSONNEL QUALIFICATIONS - the Contractor and/or Sub-Contractor must provide at least 2 service technicians that have at least 5 years experience and have received the required training for fire suppression system maintenance. This training should include general fire suppression system training by technical schools or through approved apprenticeship programs and specialized training for the specific types of equipment listed in the Statement of Work. In addition, the Contractor and/or Sub-Contractor must provide service technicians who possess a valid TOP SECRET facility clearance and have sufficient TOP SECRET cleared personnel to perform the work efforts. • SPARE PARTS INVENTORY - the Contractor and/or Sub-Contractor must maintain access to a replacement parts inventory to allow repair of malfunctioning equipment and systems within a reasonable timeframe. • STAFFING AND MANAGEMENT PLAN - the Contractor and/or Sub-Contractor must have a written staffing and management plan that covers all aspects of fire suppression system maintenance and has been in use within the company for at least 5 years. The Contractor and/or Sub-Contractor must show evidence that this plan has been successfully implemented on at least 3 similar maintenance contracts within the past 5 years. All Contractors capable of meeting the criteria above, who are interested in submitting a proposal for these services and in attending the pre-proposal site visit, must notify Phyllis Woodward via email at Phyllis.Woodward@dhs.gov no later than 4:00 PM EDT on 06-18-2010. Your email should identify the project title as "Fire Suppression System Maintenance" and include the following information: • Company Name • Company Address • DUNS Number • CAGE Code • Point of Contact Information ( name/phone/email) • and whether or not you intend to utilize Sub-Contractors to provide these services (if Sub-Contractors will provide these services, please submit the same information listed above for each Sub-Contractor) The information requested above will be submitted to FEMA's Industrial Security Office for the issuance of a DD 254. A Request for Proposal (RFP) and further instructions for attending the pre-proposal site visit, including the submission of additional MWEOC facility access documents, will be provided when DD 254s are issued.
