- THIS IS A CONTINUATION OF ANNOUNCEMENTA1000001713. THIS IS A REQUEST FOR INFORMATION AND NOT A REQUEST FOR QUOTE. THIS ANNOUNCEMENT IS IN CONJUNCTION WITH ANNOUNCEMENT A1000001713.DRAFT Scope of ServicesVisitor Use and Recreation ResearchBlanket Purchasing Agreement No. __________GSA Contract No. _______________ GENERAL INFORMATION The purpose of this Blanket Purchase Agreement (BPA) is to outline the research, reporting, and expert witness services that the contractor will provide to National Park Service (NPS) regional centers, park units, Denver Service Center, and other technical assistance centers through ______ [5 years]. Specific services will be ordered through issuance of individually funded call orders. The dollar limitation for individual call orders under this agreement shall match those of the base GSA IDIQ contract. The NPS is only obligated to the extent of authorized purchases actually made under the terms of this agreement. The maximum amount of this BPA through the end of the calendar year 2015 shall not exceed $_________[$750,000]. The contractor will provide research and related services related to visitor use, transportation and resource related issues. These tasks could include, but are not limited to, computer based simulation modeling of vehicle and pedestrian use, visitor surveys, observation-based data collection, trail and roadways use estimation, recreation system scenario analysis, acoustical services, peer-reviewed article authorship, and expert witness services. The contractor will meet and consult with the Denver Service Center and associated park units, regions, etc. before, during, and at the conclusion of the outlined tasks to ensure full knowledge of project goals, study requirements, results and implications. Draft copies. The documents will be prepared in Microsoft Word 2003 or above, in PC platform. The documents will be prepared on 8.5 x 11 inch single spaced in two columns (column width 2.83 inch, 0.3 inch spacing), in 10.5 pt. NPS Rawlinson T type font. (For final copies, refer to the Denver Service Center Editing Reference Manual). Unless otherwise advised, the contractor will provide a hard copy, and an electronic copy on CD. Customized (nonstandard) documents are printed in a size other than 8.5 x 11 inches (for example: 11 x 17 inch fold-in chart of alternative actions). Material can range from two to 800 pages. Final copies will be prepared as instructed in the Denver Service Center Editing Reference Manual, general management plan template, Graphic Guidelines (Director's Order #52B: Graphic Design Standards) and will be provided with NPS Rawlinson T type font. (Frutiger Type font, which is copyrighted, must be purchased by contractor). Confidentiality: The information developed under this BPA and individual call orders is the property of the U.S. Government and shall be kept in strict confidence. Performance Period: The work of this BPA shall be provided approximately between _________ through _________. Background The National Park System is required to address user/visitor capacities in a variety of National Environmental Policy Act (NEPA) mandated processes. Examples of these processes include general management plans, wild and scenic river plans, transportation improvement plans, and resource related management plans, etc. As a result, there is a need to conduct visitor use/recreation related research to inform these decisions outlined in such documents. In addition, subject matter representation can sometimes be requested beyond a reporting time frame on studies conducted by the contractor. Such studies are organized into four generic categories of interest including: Visitor use and impact measurement and monitoringComputer-based simulation modeling of pedestrian and vehicle systemsStudies to understand visitor perceptions in order to inform user capacity planning and managementExpert witness/consultation services for planning processes and litigations The contractor will be required to develop, implement, analyze, report, synthesize and present upon studies deemed necessary by the National Park Service (NPS). Moreover, the seamless integration of the studies described above is necessary in order to provide a comprehensive understanding of how travel systems behave under different conditions and how this affects visitors' experience. This requires the contractor to possess thorough knowledge of recreation management principles, visitor capacity, research methods, analysis and reporting mechanisms. Additionally, appropriate software commonly used for these tasks is necessary. The NPS has applied a variety of software to study and communicate visitor use related issues in protected area management. However, it is important for collaborators to communicate these appropriate means to conducting such studies in the response to orders under the BPA. Scope of Services Definition of Tasks Task 1. Visitor use and impact measurement and monitoring The contractor will provide a comprehensive and exhaustive ability to develop, implement, analyze, and report upon studies that inform the NPS on issues surrounding visitor use and associated resource related impacts. Impact measurement and monitoring could include, for example, visitor activity/soundscape perception surveys, site visitor counts, vehicle specific traffic counts, noise source measurements, ambient sound measurement per NPS protocols, or a combination of the above. Task 2. Computer-based simulation modeling, including noise maps Computer based simulation modeling and associated scenario analysis would be provided for the NPS. This would include developing a base model describing existing use conditions. Once developed, scenario analysis could inform alternatives development, visitor use management strategies, and/or percentages of time that indicators are found to be out of standard. Computer based simulation could include development of noise maps, Monte Carlo simulations, and other modeling services to help inform planning and management activities. Noise maps can be completed to show the impact of visitor transportation within a park and to help inform various planning and management alternatives related to visitor use. For example, a noise map can help show the geographic noise impacts of various visitor vehicle access numbers and can show the distance that a hiker would have to travel along a particular trail before noise from nearby roads would decrease to natural ambient levels. Task 3. Studies to understand visitor perceptions to inform user capacity planning and management The contractor shall perform research to that examines visitor perceptions of various aspects of the visitor experience in national parks. Visitor perception research could include advanced soundscape perception surveys, interviews, and observational techniques, along with post processing and correlative analysis using state-of-the-art perceptual models. Results from such research will be integrated into computer based simulation modeling to test how different levels of visitor use/noise affect visitor experience. In addition, capacity related decisions are value-based and the contractor will provide expert opinion about the implications of study results. Task 4. Data to support modeling, planning processes and management actions The contractor shall provide data as needed to support park planning and modeling efforts. Such data could consist of visitor counts/survey from previous park research or noise level/spectral data from previously measured sound sources. Such data is valuable when specific measurements, counts, or other numbers are not available for a situation.Task 5. Economic Analysis. [Add Description] National Park Service Responsibilities The Denver Service Center will prepare a call order for each requested project. The call order will include the type of research or consultative task that is expected. With this informational correspondence, the DSC may also include park or technical center level staff that are considered project managers or agency experts on the issue of importance. All requests will be provided to the contractor on a single spaced hard copy or, if the contractor requests, one hard copy and one CD prepared in Microsoft Word (2003 or above). Copies of any reports, existing data, photos, GIS data layers, etc. that would further assist the contractor to conduct these tasks will be provided in electronic format in the software that the information currently exists.
