Description
IT IS THE INTENT OF THE MISSOURI ARMY NATIONAL GUARD TO AWARD A CONTRACT TO DELTA STATE UNIVERSITY FOR GEOSPATIAL MAPPING DESIGN AND BUILD THROUGH SOLE SOURCE PROCEDURES OUTLINED IN FAR 6.302-1 FOR THE FOLLOWING REASONS: 1. The Office of NGMO-INT-ZB is requesting approval to sole source contract with Delta State University. Below justification for Delta State University: The 8.5 x 11 US National Grid atlas product by the Center for Interdisciplinary Geospatial Information Technologies at Delta State University is still one that is new and unique. This product was developed in partnership with the USGS and is not yet a part of their available product series, nor is it available from a commercial vendor. There are several factors that make the atlas unique and that limit production to our facility at this point: 1. No single software solution does it all. We have worked with numerous GIS and cartography software vendors to integrate USNG into their software products with great success. However, multiple software products are required to create the atlas and thus far, our facility is the only one that has mastered this. 2. Standards-based product. Our layout and design is unique because it meets a complete spectrum of International, Federal, and State standards for map products. This includes those set forth by the Department of Defense and the National Geospatial Intelligence Agency. 3. The Center will utilize data provided by Missouri from disparate sources and integrate it to create a seamless, state-wide product. 4. The Center will provide training and education as a core component of this project. This will allow MO USARNG to become self-sufficient in the production of this atlas product.
