- The US Army Research, Development, and Engineering Command Contracting Center, Aberdeen Proving Ground, MD 21005, intends to issue a solicitation using Full and Open competitive procedure for the U.S. Army Security Assistance Command (USASAC) who have a requirement for Professional Services in accordance with the Georgia Defense Transformation Program located in the country of Georgia. This Foreign Military Sales (FMS) requirement will support the Georgian Armed Forces (GAF) and Ministry of Defense (MOD) in learning and understanding methodologies utilized to establish and develop systems, functions and procedures in key areas of personnel management; intelligence; strategic planning and execution; command and control support systems; training and doctrine; logistics systems; defense planning; resource management; acquisition methodology and installation master planning. This will be a Cost Plus Fixed-Fee Single Award Contract that will have a five (5) year period of performance. An award will be made to the best value proposal, which is determined to be the most beneficial to the Government based on the criteria set forth in the solicitation. The official release of the Request for Proposal (RFP) will be posted on the Army Single Face to Industry (ASFI) website https://acquisition.army.mil on or about 28 June 2010, with proposals due on or about 27 July 2010. At the bottom of the page, click on the link to Attachments. Download the solicitation as an MS Word attachment. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments should be received and reviewed prior to submitting a response. Proposals shall be electronic submissions and CDs will be acceptable if unable to submit electronically. No hard copies shall be accepted. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. Difficulties accessing the ASFI should be directed to the ASFI team via e-mail at ASFI@redstone.army.mil.
