- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Warfighter Protection and Aerial Delivery Directorate (WARPAD), intends to award a firm fixed price purchase order on a sole source basis to: Trilion Quality Systems, Inc., Plymouth Meeting, PA 19462. THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1. Nature and description of the supplies or services required to meet the agency's needs: Approval is requested to solicit a purchase request in support of the Warrior Science Technology and Research Directorate for hardware and software to measure 3-dimensional displacement and strain during impact using several proprietary technologies. A single Firm-Fixed (FFP) contract is contemplated for award to Trilion Quality Systems. The contract will be fully funded using Fiscal Year 2010 RDT&E research funds. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): Over the past 20 years the project officer has conducted continual assessments of industrial capabilities and has conducted periodic market searches to determine available and/or emerging suitable technologies for analysis of advanced armor materials. The technologies which are the subject of the current action are the result of prior proprietary or otherwise protected development. The technique is unique to Aramis. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Based on the Project Officer's knowledge of the field and market research, it is believed that, presently, only the ARAMIS Computer System and associated software has the technology and ability to demonstrate the required precision for the measurement of displacement and strain in armor targets during impact, due in part to Intellectual Property issues and in part to other proprietary Intellectual Property issues. 4. Any other facts supporting the use of other than full and open competition: None 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: None 6.
