Description
The Program Executive Office for Simulation, Training & Instrumentation (PEOSTRI), Orlando FL, intends to award on a sole source basis under the authority of FAR 6.302-1 to Harris Corporation (221 Jefferson Ridge PKWY, Lynchburg, VA 24501). There is only one responsible source and no other supplies or services will satisfy agency requirements. Harris Corporation, being original equipment manufacturer (OEM), is the only source that possesses the expertise and ability to execute this work without additional cost to the government while meeting the short time line for the provision of this capability. The period of performance is 10 June 2010 30 October 2010. There is no solicitation regarding this sole-source synopsis. All comments and questions must be submitted, in writing. The Government is not responsible for any costs incurred in responding to this notice. This notice of intent is not a solicitation or a request for proposals. However, interested persons may identify their interest and capability to the requirement. The purpose of this procurement is to replace the existing Network Sentry computers within the Joint Readiness Training Center Observer Controller Communications System Project 25 (JRTC OCCS P25) and the Exportable Training Capability Instrumentation System (ETC-IS) with new computers from Harris Corporation, the original manufacturer of both systems. Hardware obsolescence with these computers has jeopardized the existing Authority to Operate (ATO) for both systems because they can no longer be Information Assurance (IA) accredited. To acquire three hundred (300) Enhanced Vehicular Chargers from Harris to allow ETC-IS Observer/Controllers (OCs) to operate and recharge their OCCS radios in the field. To acquire three (3) year software services contract (Harris Software FX) and a separate three (3) year Information Assurance patch/update software services contract (SUMSWatchPlus) plus necessary centralized security server hardware for the ETC-IS. This combination of software and hardware is required to retain the current system ATO.
