- Wage Determination for 'Highway' Construction Design Drawings - Note Large File Wage Determination for 'Heavy' Solicitation and clauses Construction and Material Specifications The U.S.D.A. Natural Resources Conservation Service North Carolina Office is soliciting bids for a contractor to perform restoration work under the Watershed Protection and Flood Prevention Act on land in Hyde County, NC. The project consists of the construction of four earthen dikes and a vinyl sheet pile wall with composite post piling, replacement pipes and tide gates, raising State Roads 1135 and 1137, and NC 45 at 3 locations, and ditch cleanout with pipe replacement along US 264 for flood protection and water control. The construction specifications and design are specified in attachments with this announcement. The contractor shall provide all management and project administration services, quality control, logistical support, equipment, materials and supplies required to successfully complete the project on time and within schedule in compliance with the drawings and specifications. Award will be made in sufficient time for planning and preparation to complete work as directed by the Contracting Officer. A firm fixed price contract is anticipated and will be made to the offeror whose proposal offers the lowest price to the Government. This project will be within Hyde County, North Carolina and work is to be completed within 258 calendar days. The estimated construction range for this project is between $1,000,000 and $5,000,000. Sealed Bids with the Announcement Number AG-4532-S-10-0011 shall be on the front side of the envelope containing the bid package. The bids shall be due to the Contracting Officer's office NO LATER THAN 1:30 P.M. EASTERN STANDARD TIME, July 8, 2010. All responsible sources may submit a bid which shall be considered by the agency. Opening of bids will take place at 1:30 P.M. Eastern Standard Time, Thursday, July 8, 2010, at 4407 Bland Road, Suite 117, Raleigh NC 27609. A Site visit will occur on June 23, 2010, please see the solicitation package for additional information. Interested contractors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov in order to be eligible for award. Interested contractors must complete the annual representations and certifications electronically via the Online Representation and Certifications Application (ORCA) website at http://orca.bpn.gov. No questions will be accepted or further details given by telephone. Questions & Answers will be posted weekly as an amendment to this combined synopsis/solicitation. The amendments will be posted on or around each Friday through July 2, 2010, if applicable. No further questions will be considered after July 1, 2010. Interested contractors are required to assure if any amendments to this solicitation have been issued prior to submitting a bid.
