- Pre-Solicitation Wast Water Treatement Plant Phase III Eielson AFB, AK 99702 The work consists of the contractor furnishing all engineering, labor, equipment, and materials to perform the work required, in strict accordance with specifications and applicable drawings. The following is a summary of work: The Work will consist of the cleaning and rehabilitation of the preliminary treatment system including bar screen, grit chamber, and raw sewage influent pumps, associated mechanical equipment, and ancillary work to include: a. Structural repairs to the wet well, pre-aeration chamber, influent channel, and grit chamber, including coatings. b. Installation of new bar screen, grit collection system, and raw sewage influent pumps with variable frequency drives. c. Refurbishment and rerouting of raw sewage pump discharge piping. d. Replacing and / or expanding floor grating system. e. Clean and refurbish existing pre-aeration drain piping, replacing missing and /or inoperable pipe and valves. f. Instrumentation and controls and SCADA programming. g. Interior painting and concrete floor sealant in the grit chamber, dry well, wet well, and pre-aeration tank. h. Related electrical work. i. Construction of egress improvements to the Lower Dry Well and Middle Digester Level. j. 4-inch and 18-inch, epoxy-lined, ductile iron pipe, including required fittings, for the raw sewage pump discharge and pre-aeration chamber drain piping. k. Repair of deteriorated concrete in submerged service, including crack repair, in the influent channel, grit chamber, wet well, and pre-aeration tank. l. Surface preparation, including removal of unsound concrete and the application of primer. The resultant contract will be firm fixed price. The NAICS code for this acquisition is 237110 with a size standard of $33.5 million. The magnitude of this project is between $1,000,000 and $5,000,000. This acquisition is being solicited IAW FAR 19.1007, Unrestricted. THIS SOLICITATION AND ANY AMENDMENTS ARE PAPERLESS AND WILL BE AVAILABLE ON THE INTERNET ONLY. **NOTE: All contractors must be registered in the Centralized Contractor Registration (CCR) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: http://www.ccr.gov to register and/or obtain information about the CCR program.** The solicitation will be available on or about 18 June 2010. A solicitation mailing list will not be maintained for this procurement, all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via this web site. A site visit will be conducted at Eielson AFB, on or around 1 July 2010 (exact date, time and location will be provided in the RFP), for the purpose of explaining the concepts involved with the project and answering questions regarding the project and solicitation.
